dont know if anyones guess this but here goes. he said it's one of the funniest clues, so that makes me think hes referring to the comedian headliner they have every year. going on that, how about john stewart? he covers important topics on his "news" show. might be a shot in the dark but it makes sense to me!
been playing with this one a bit, but haven't come up with much....a few things in case they haven't been mentioned
- INCI (from clue INCIdent) translates to pearl in turkish....maybe some Pearl Jam connection...Vedder perhaps?
- the second article Sab-tage mentioned above says Dylan recently went to some old musician friends childhood homes, including Neil Young...
Couldn't find any connection with NY and turkey, but there's the obvious connection with him and Pearl Jam/Vedder since they play together a lot, at least it seems so...would be cool if Vedder sat in with Neil Young!

Well, I guess we can assume the "covers" in the clue does mean covers as in obscures.
But if this is something only a fan of the band would get, it's probably not a very big band and it's probably something based on a song or album title, song lyrics, the name of a band member, something like that. (That is, not just based on the band name itself).
On the plus side, I guess we know it's a band and not a solo act.

The general vs private thing makes me think he's gotta be referring to military ranks...like maybe a general would correspond to a headliner and a private would be a lower-level act? That would make sense with only a fan of the band getting the clue, I'm guessing it must be a sort of lower-level act anyway.
Any other interpretations of the military ranks, maybe?

Bob dylan was arrested in jersey last year for looking suspicious when the young officer didnt reconize him.... would be pretty funny to not reconize zimmy
...Leads me to believe someone that took a shot to the nuts or some embarassing crotch related incident?
haha, that sounds totally possible...anyone remember anything of the sort from 'Roo?
Edit: actually when I combine those two with the clue itself, I think of somebody trying to cover himself (or herself) with a newspaper....news that covers important topics?
