My understanding is that the city council have no say in who will be booked, and are by and large not informed on the lineup negotiations. Both of those seem highly unlikely.

I think it is neither, I think that the city council knows nothing, and that it is someone that 'roo does not have. Sharing 2 headliners with 'roo would be (IMO) a really stupid move. It's not Mum ( I think p-dog has told us Mum won't be on the lineup, and he has had some solid info in the past), it's not Macca. They'd just be setting themselves up to be "little bonnaroo" and not sell as many tickets since they share some undercard and 'roo has soooooo much more undercard.
No offense, I just don't believe it or think it will happen- but it's not like I have anything to base my opinion off of.
I do think that we're not going to know who it is and whoever it is we've probably guessed/wish listed them...but thats only because we have scoured every band on tour, or who will possibly be on tour.

For a while there I thought this delay might be strategic; to get a pop both before and after Roo went on sale and to steal the buzz back after Roo's lineup drop. At this point, I no longer believe it's a strategic decision. I believe it has to be 1 of 2 things...there is no executed contract in place with a 3rd HL'er so they can't announce yet OR there is an executed contract but they have a restriction placed on them by the band on when they can announce. If it's the latter, I'm not sure I understand why they wouldn't just say "we're going to announce the rest of the lineup on XX date".

This is an email I dug up from year one, the final additions came out in April. There were additions in March (including TAB as the final headliner) that year too. It came a while after the initial announce. Sounds familiar.
"April 22, 2010 (Gulf Shores, AL) -- The Hangout Beach Music and Arts Festival is going toe-to-toe with the nations' biggest festivals by offering fans a radically different live music experience. Trade in the mud, and come to the beaches of the Gulf Coast for ocean and sand.
Music's biggest beach party will take place in the ocean resort community of Gulf Shores, AL. The festival is pleased to announce new lineup additions including Robert Randolph & The Family Band, Papa Mali & Friends, and Honey Island Swamp Band. These three bands join a stellar lineup that already includes the Zac Brown Band, John Legend, Trey Anastasio and TAB, Black Crowes, Flaming Lips, Ben Harper and Relentless7, also Girl Talk, Matisyahu, Rodrigo y Gabriella, Funky Meters, Grace Potter and much more."
Here's from last year, when the additions came...dated March 13th
"We’re excited to announce the addition of six more performers to our 2012 roster! The additions range from rising indie stars to veteran performers and includes the following bands and artists: Kaskade, Umphrey’s McGee, Delta Spirit, Heartless Bastards, Greyboy All Stars and Givers."
I can't find anything from 2011, but they added Avetts and some others late I believe. That was in March.
The headliner is already booked surely, it's just a tour they're waiting on (which would rule out Mumford in my opinion) or they're waiting to announce the final one with the other bands like they did in 2010. They must be doing OK on ticket sales cause they don't seem to care at all about answering questions as they've done in the past.

Expect the announcement tomorrow around noon. The wait is all about the agreement between Hangout and Bonnaroo. Hangout had a week in between their announcement and Bonnaroo's lineup announcement. They are giving Bonnaroo a full week before they announce the rest of the lineup. Expect them to announce Mumford and the rest of the lineup around noon tomorrow. I also hear they will be announcing late night shows very soon as well. The late night shows won't be at the Hangout though. They are going to be at the Hangout's sister restaurant, The Gulf in Orange Beach. The Orange Beach city council is more lenient with the late night noise ordinances. There will be shuttles that run between the two venues. From what I hear, the late night lineup is going to be pretty epic. Tickets will sell out fast.

You sound like you know what you're talking about. I really don't feel like trekking down to OB even with a stellar LN lineup though. As cool as the LN's were in 2011 I really was thinking most of the time "I'd rather be partying on the beach right now". Music during the day, party at night...pretty sure that's going to be the combo this year.

I just googled The Gulf. That is quite a trek from the fest.
Does anyone else think that sharing 2 headliners, Tom & Mum would be stupid? Not saying it is not going to happen or possible, I just think its stupid.

Duh, of course its stupid. No way does Hangout share two headliners with Bonnaroo unless they're sharing McCartney, of course.
And why the hell would they wait to announce Mumford & Sons? That's just stupid. It's not like Mumford is touring heavily this year off a massive record, will be a major draw for a young demographic and is probably fairly inexpensive and thus easy to pull off as a booking. Clearly they're delaying for a band that hasn't announced tour dates yet. Those bands are:
- Daft Punk - The Rolling Stones - Bowie - Outkast - Nine Inch Nails
It will be one of these acts and that act will be billed third behind Kings of Leon and Tom Petty.
