I need advice from "groop" camping vets. What's the best way to set up camp ( we have between 24-30 campers)? Cars around the perimeter? Tents to one side? I want to make the best camping area possible.

I can't speak for other groups, but the one I was with (Gatos Pantalones represent) was the same sort of general mish-mash of cars and tents that you usually find in camp. Only real difference was that we had about four ez-ups in the center of everything as a sort of communal area.
If you can organize it in such a way that people who want to leave earlier have their cars on the outside, I'd recommend just having a parking lot of cars on one end, a tent area near the cars, and then a communal area separate from the tents.
Although it helps to place a couple cars strategically in between the tent/communal area to have something to tie tarps to.
