The chairs will most likely all be taken ~30 minutes before a headliner, but as for regular sets on What Stage, you should expect there to be seat vacancies.

I know that there are vip seating areas, but do those chairs fill up?
There are lots of chairs on the VIP Hill but they do fill up for the headliners.
The good news is there is an exit into the VIP campground right behind the Hill, so it shouldn't be difficult to run and go grab your chair from camp if you really need to have a seat.
Last year I more used the Hill as a place to sit and relax between sets. Once the set started I felt a strong urge to get into the middle of the crowd in the What field which I always gave into. The Hill is great for chilling but the energy level is super low.
