You need to keep in mind not just the definition of a chorus, but the definition of a song. My dictionary says, "a short poem or other set of words set to music or meant to be sung." The key is that it's a relatively brief piece of music and that the sung words are the focal point, as opposed to any instruments.
Also re: refrain vs. chorus, yeah the words are somewhat interchangeable, but in common usage a chorus refers to a separate section of music within a song (a B section to the verse's A section). A refrain refers to the final part (resolution, usually) of a verse which generally features the same melody and lyrics each time. I think generalstore had it right with the wikipedia entry.
