Without looking at schedules, Halsey, Lana, or Miley all would be fairly shoe-in replacements for "active, sub levels, and not a massive production" but also wouldn't be SHOCKED if they bump Billie Eilish to the main stage and just stretch set times a bit.
Solange, meet Frank Ocean. Will take literally anything as a replacement, or nothing, and it will be an improvement. Saw partial sets at Day for Night and FYF and have no desire to see her again.
Funny how Reddit (and the rest of the internet) complains about less rock but then they go and suggest Cage the Elephant as Solange’s replacement.

Cage is probably the top suggestion over there. Reddit sometimes has unexplainable love for terrible artists and Cage is definitely one of them. I’ve even seen some suggest they can headline lol.
I honestly think Lauryn Hill is one of the closest and best options you could do as a Solange replacement.

Counterpoint: Lady Gaga was definitely a like-for-like replacement. They probably care much more about like-for-like after people have already purchased tickets based on a certain lineup. While us festival nerds knew JT and Kanye were replaced, the vast majority of ticket holders didn't know.
I'm not saying they're going to replace, or that they'll definitely replace like-for-like, but they've proven they care as recently as 2017.

There’s no way Cage should replace Solange, that’s laughable. It’s a stupid fit. But let’s chill. Major festivals routinely book a lot worse things than Cage.

Nobody bought tickets for JT or Kanye. The two major acts they’ve replaced post-lineup release were Beyonce and Amy Winehouse, and they went for an at least somewhat comparable audience in both cases. If they replace Solange, they’ll do the same.
Just bought my ticket! Can't believe after 4 years of barely missing him/cancellations I'm finally seeing Kanye. Also look for me in the front row for Rosalia

You have to assume Solange's camp was in contact with Goldenvoice through all of this. Goldenvoice could have known a few weeks ago that they were having issues, and to plan accordingly based on that.
Realistically, they will probably bump Cudi or Eilish to Sub, and they will add a end-of-the-2nd-line caliber act instead of a sub for sub switch. Not sure if they'll try to genre match, but even if it's not soulful, I hope they pull a notable R&B act.
Hoping they move a Friday act or two to Saturday to ease Friday up for me a bit.

If you're saying that GV knew about this well in advance of their special Wk 2 limited availability ticket sale and decided to withhold the information until after that sale, you would likely be correct.
