That's a big challenge for festivals moving forward. There's only so many older, "legendary" acts like Paul McCartney, Roger Waters, Fleetwood Mac, etc. left. Coachella has already enlisted most of the better ones to headline.
They only need 1 legacy act a year imo and there are a bunch left, even though some have already headlined some time ago.
Metallic, Fleetwood, Waters, Paul, Rolling Stones, REM, Led Zeppelin, Pearl Jam, RATM...
I don't think a band like Arctic Monkeys should headline, if its a fringe band, then just go pop/rap/edm for a larger crowd and have that band sub
Has to be a balance of legacy and current popular acts
Can't go through all these popular rappers/pop acts in just a few years

SHM can headline is the new Chainsmokers can headline, with the added guarantee that the purveyors of this pile are as dumb as last years Selfie believers.

Is EDM actually dead though? I know there are less huge names to headline, but edm songs still get a ton of views/radio play. But the key word was "songs", the album sales are awful. But I am not sure if it has always been that way or not, never paid attention.
Still a lot of guys, many who you listed, that can be on 2nd and 3rd line

His peak was about 4 years ago when Recess dropped. He hasn't put out anything since, so no real way of measuring how much he has dropped off or maintained his popularity (didn't Jack U have a big turnout just two years ago tho?)... I do know there are definitely a lot of college kids now, who 4 years ago were finishing up middle school or in the midst of High School. They didn't get the chance to see him during that Recess era. So to them Skrillex is someone they grew up listening to and haven't gotten to see (same reason Eminem drew so well this year). Like it or not, that age group makes up the majority of the audience at these events.
Not sure when his new album is coming out. But unless it comes out before lineup drop season and completely bombs; he is going to show up as the headliner on some fests next year. And I really think his turnout is going to surprise people.

If JT and DG are true, that would seem to narrow things down somewhat for the third. Not necessarily a guitar band - I think D*** P*** would fit - but probably male-identified, and guitars seem like a pretty good bet.
Top Prospects IMO: Metallica - They already have midwestern dates in March, and supposedly want to do the fest some day. Muse - New album drops in November with no tour announced yet.
I certainly prefer Metallica, but for business reasons, I suspect Muse is the likelier of the two, though they don’t seem ‘boy’ enough if Coachella still cares to market in that direction.
Maybes: Arcade Fire - If it isn’t too early for Muse to come back, then it isn’t too early for these guys and gals, but they seem like slightly too small a name to round out this bill, especially at the end of a low-profile album cycle. Vampire Weekend - They may well have an album ready, but even as a bigger band, I’m still skeptical that they’re top three, and I say that as a fan. They’re closer than they’ve been in the past, though.
Other possibles: Tool - If they actually manage to get an album done, I think they’re a serious possibility, though perhaps a bit too much of a special interest for the festival’s taste these days. Maiden - I’ve never really bought into the idea that they’d headline - I think they’re too specialized despite their mall-t-shirt profile with the kids - but if Goldenvoice is serious in their interest, I wouldn’t count them out next year. Pearl Jam, Foos, Green Day, RHCP, RATM, Arctic Monkeys - I think 2019 isn’t the year for any of these bands (some of which may well never play the fest), only one or two of which look at this point like they may be active next year. Those are Pearl Jam and smaller-time Monkeys, and I’ll bet neither's album is ready until later in the year, setting up a 2020 tour for PJ, at least. Same goes for any RATM reunion, which I think may be a distinct possibility in '20, but whose members look otherwise-occupied in ’19. Stones - Like I said, I think they’ll play elsewhere. Oasis - Sure, if a reunion happens, there's a very good chance.

Nah, just seems like a smaller version of that Soulwax/Moderat after a solid new release booking and possible. Would also satisfy the olds.
I think they are more likely to have back one of those 90’s mainstream rock acts before Muse but I could be wrong.
A legacy act would be more beneficial to young Coachella at this point. If they are gonna go anyways ya might as well educate. Stevie would be great. Just something I wouldn’t predict at this point.

I think we're all kind of underrating Green Day. People in SoCal love them, haven't played a major U.S. fest since Lolla 2010, teased a Dookie 20 year tour for next year, a lot of embarrassment has come off of the 90s mainstream & pop-punk stuff, etc.
Putting aside what you think of Green Day personally, if GV is going to shit like The Killers or Muse over something somewhat original and easy like that, I just don't know man.
Next year is also the year everything is lined up for Metallica, but we will see.

McCartney and Waters already played REM, Zep and RAtM aren’t back, Coachella can’t pull them out of thin air Pearl Jam nor Metallica not playing yet is weird, but guessing it won’t happen until the cards perfectly align. RS are overdue, I could see them happening at some point.

They spend enough time and money on the undercard and the past 2 years they have kept the riff raff away from the acts I’ve wanted too see. Since the expansion, it’s more like two totally different festivals going on at the same time and place. It gives you a chance to see giant acts that don’t normally play here in a more intimate crowd size then you’d be able to see anywhere else in America. I expect watered down lineups with a handful of can’t miss gems now instead of the stacked lineups of old. Aphex and Thom confirmations only lead me to believe even more that the headliners just aren’t there this year.
I mean I think Pearl Jam could be just as likely as Green Day or Metallica. They have an anniversary in the works too and played the first show at the polo fields (not that they intend to do anything throwback for the 20th). Green Day imo is just as interchangeable as Killers or whatever though. Metallica would be the best play, but I could just as easily see it not happening.
Edit: Tame Impala in that ROCK spot would get me excited.

I think some legacy acts can/should play again if they have some new material since they last played and if its been long enough GV got Guns and Roses to come back, so I think they can get some of these reunions
Metallica, Pearl Jam, Rolling Stones, and Fleetwood Mac should not be a problem. That is 4 good acts, sprinkle in a couple repeats, couple reunions, and a new band or two if/when ready and we just got through another decade at least(if they even have a band every year)
