No, it isn't. It certainly could happen, but any act that drops out more likely than not would be sought to be replaced in the first instance by an act in the same genre (festival's interest) and from the same agency (at least their own interest). That was true of Gaga for Beyonce (both vocal-power female dance-pop, both CAA) in 2017 and to some degree Dre for Sabbath (stoner dude rap for stoner dude rock, both WME) in 2012, not to mention Lil Wayne for Cardi B (both semi-comedic hiphop, both CAA) at Panorama this year. In addition to being different of genre, The Killers and RHCP (both WME) are not represented by the same agency as Kanye (CAA).

That isn't to say they couldn't have gone with WME's Adele, who probably negged them, but it illustrates that AEG looked at a very limited universe of replacements and chose the one that was more likely than not offered by the agency as a substitute.

I don’t see Goldenvoice just going out and getting Adele - especially during an off year. If and when she does play I would imagine she would be secured long before. She’s in that Rolling Stones and Beyonce position at this point. If she wants to play, she’ll play.
Agencies aside, Gaga made the most sense to replace Beyonce in any case. It makes sense that they would first try to rebook through the same genre and booking group though. Dunno how and why Dre actually materialized but it’s hands down my favorite “replacement”.
Edit: looking back I wonder if Dre and Snoop just happened to work out or were they a planned headliner that they got early? Would 2013’s lineup have read Blur/Stone Roses - Dre and Snoop - RHCP? Cause that fest didn’t need to be any better. I know they took a chance on Phoenix, but maybe they got the earlier bump because a bigger name dropped out/played early? Also, worth noting that 2012 would have originally run ATDI > Justice > Black Sabbath. Justice into Sabbath would have been very cool.

Unless you believe that both sides are making up a story (and I wouldn't entirely rule that out), Dre replaced Sabbath over a weekend. The idea didn't come completely out of the blue, as it had been on the table several months earlier between the festival and Snoop's agent (who has since booked Drake, I think Kendrick (not sure), and now apparently Glover to headline the festival), but all it took was their getting Dre (who hasn't toured in 18 years and whose representation if any I'm unaware of; it sounds like Iovine may have acted as his agent) in the room and under a deadline and it happened.
Pretty much the same goes for Beyonce, who per the articles above was replaced by Gaga within four days of her 'official' withdrawal from the festival, though it had seemed likely for at least ten days prior.

I still think it's going to be Florence + the Machine, tbh.
This would make the most sense and before people argue that her new album hasn’t done enough to get the bump - PHOENIX.
In a perfect world Phoenix would have just gone on to headline the world after Coach. Their output has remained far more consistent than some of their indie peers, but I digress.
A female led rock act would kill two birds with one stone here.

There is just nothing that could make the headliners this year better. Kanye would make them average and that’s a tough act to book right now. Paul would be a pretty good grab, but realistically there’s not much that can make me amazed by this lot of headliners. Probably gonna end up with one of Metallica, Flo, or Arctic Monkeys.
I’m hoping they can deliver once again on the undercard.

With the potential of festivals like Woodstock happening and those like Glasto returning, I’d like to think there will be major touring acts we just aren’t factoring in yet. Seems like they’ve all been covered though.
