This is me being "optimistic" but I think TDE got SZA the sub this year and they recognize that they over-billed her. HAIM are also southern California favorites well connected at GV and in the music industry in general.
Both were small subs and had mediocre reception at their sets. I'm thinking the "subs" will be back to being decent size next year in the Vampire Weekend, Alabama Shakes, The 1975 type vain.
"Tend to" being the operative phrase here, and Justice barely conflicted with Kendrick both weekends IIRC
But still like Moderat, Royksopp, JMJ, Soulwax, Underworld, 2manydjs, etc. haven't conflicted with headliners as of late. But, be prepared for something like Chem Bros vs The Prodigy since they love conflicting rare electronic acts.
You gotta ask yourself if The Chem Bros or The Prodigy are still a big get for a Coachella crowd or not. I mean they put Jamiroquai and Soulwax in the Mojave and JMJ got such a small crowd. Do you think they'd pull through for acts like that even though they know they'd book someone cheaper who'd attract a bigger crowd than those 2 f.e. Diplo or another DJ. Is there still room for acts like that?

Well, they obviously booked those acts in 2018 knowing they would get medium sized crowds in the Mojave while "Diplo or another DJ" would have had a much larger crowd on another stage

Yup. Just like how Florence was a sub the same year she later headlined Lolla. This year was fucked for subs and everyone knows it. Not saying they're likely regardless, but to act like because SZA and HAIM were subs this year, that they couldn't have a bigger sub like Smashing Pumpkins is just a shit take.

To jump on what others have said, the same argument could be made for nixing Yuma acts for EDM crowd-pleasers like Diplo and such. But, most of the Yuma acts drew big crowds. Aside from JMJ, who got screwed by scheduling, all of the rare, fairly niche electronic acts drew respectable crowds this year.
The Extended Stay by the Palm Springs Airport is $600 Thurs-Mon for Weekend 2 next year, and the Ivy Palm Resort and Spa is $550. I dunno how close they are to shuttles.

Palm Springs airport is too far to me, personally. Probably close to an hour drive in traffic.
I took the Albertson's shuttle line in 2016. It's easy, good area, and probably 20 or so mins to the fest. That's a really good deal at that Embassy Suites.

It's merely another option, not trying to compete. It's 1/2 the price of the Embassy Suites so someone who's on a budget may prefer it.
If REM reunites it's not for Coachella, not because they wouldn't do it, it just wouldn't make sense for GV. I honestly can't see them going back to an alt-legacy act as a headliner. There's a better chance Ariana Grande or Selena Gomez headline this before REM.

Also, for anyone looking at no fee cancellation fee, no money down hotels - I would just suggest making a reservation for the weekend of 4/5, 4/12, and 4/19 and cancelling two of them when the dates are announced.
I learned the hard way one year when I had a screaming deal for an awesome hotel and "guessed" on the dates. I picked wrong and the rates went up 3x by the time I fixed and had to get a different hotel with rates inflated everywhere.
