Oh Sees won the festival. Other highlights for me...JJUUJJUU, The Breeders, Bully, The Coathangers, Nots, Death Valley Girls, The Cordial Sins, Water Witches, Julia Jacklin, Death Cab, Molly Burch, Darlingside & The D-Rays playing the skate ramp & selling a $10 tee made specifically for that performance.
I'd like to see them switch up the legacy act next year. My suggestions would be Patti Smith, Nick Cave, Iggy Pop or Tom Waits(if he still performs). The locals might not like it, but they don't seem to show up on Sunday unless it's free anyway.

The highlights for me were pretty much the same as yours, though Orkesta Mendoza really blew me away and were easily in the top 3 sets I saw. The Huntress & Holder of Hands also stunned me with their Sunday set of doomy, cathartic folk. Their Cranberries cover was ace too. Other great sets I saw included wyd, Mattson 2, and Cleveland heroes The Katy and Mourning a BLKstar.
Overall it was another great NMF, though the deficit in unique artists was felt at points as I ended up seeing several acts multiple times due to a lack of other options. Hopefully this year was just a fluke and they book closer to 55-60 acts next year.

Yeah, I think I saw 5-6 bands at least twice. I only caught the end of The Huntress & Holder of Hands set on Sat. I did enjoy what I heard. For some reason, I wasn't feeling Orkesta Mendoza on Thurs. I did like their Fri. performance, tho. I missed The Katy and Mourning a BLKstar. I thought Skyway Man was pretty good. Same goes for wyd & Mattson 2.
I heard they were the closest they've ever been to snagging Neil Young (I think they pretty much try every year), but of course it didn't happen. They supposedly tried to get Bob Dylan too.
Edit to add: I think I'm in the minority, but I thought The War & Treaty were awful. Kind of like George Clinton last year, everyone else seemed to love them.
War and Treaty started okay but I left pretty soon after they started the whole "let's jam on one song for 10 minutes and give every member a weakass solo" routine and went to the D-Ray's half pipe set. Very happy I made that decision.
Bummer about Neil Young, maybe next year! I wonder if they allocated a lot of the budget to booking him and it fell through late enough that they weren't able to fill out the lineup? That also helps explain how Mavis went from a #7 subheadliner in 2015 to a Sunday headliner, though she was easily the best Sunday closer I've seen behind Randy Newman.

Just in case anyone is interested, Springsfest is on Groupon for $38. Regular price is $60 + fees. I'm really tempted. It just sounds like a cool little town & festival.
