It will be, and Georgia is hoping there are so many appeals and rulings that it wont matter in 18 months cause the next elections will happen with it in place.
It’s a best practice to cover your laptop cam, but a person’s motivation for doing it can be telling. Like, you should lock your door because someone might try to break into your house. But if you’re locking your door because *they* might break into your house that’s something else entirely.
Yeah, even though there are supposed ways for hackers to turn on your cam... there a difference between being aware that can happen and bring convinced whatever boogeyman you have are watching your every move.
tbh I think most people just do it because its annoying to accidentally hit the button on skype or whatever. Re: hacking, yeah, if someone has code execution on your computer nothing would really stop someone from doing so if that was the goal, but that would be a lot of effort to go through for not much payoff. Broadly speaking though enforcing the least amount of privileges needed on a device (eg, if you dont WANT your camera on, cover it,) is never a bad approach. Frankly most people would be best off by simply installing updates as they get them, using MFA of some kind for anything you care about, using unique passwords everywhere, etc but its all a trade off of convenience for security I suppose. It is all relative though to your threat landscape and risk appetite.
