Amend the eligibility requirement to require a formal tour announcement or tour dates as of the start of the draft.
(Not to be applied retroactively but also not to grandfather previous picks from challenge.)
But I feel like the heart of the issue we are facing with NMH is the fact that, yeah, they announced an official tour that lasted up until 2015, but it was announced explicitly AS A REUNION. Which is different from some other act who just happens to have not toured since 2015, but hasn't come out with an official declaration of the done-ness of their band.

Challenging should at least be within the round. 1 -> 4 is a long time of just taking it on the chin until youve had enough and there's no similar replacement level acts.

We allowed for Band Z 'looking to tour this summer for the first time in ten years' in the current rules. New rule would require actual dates or at least a formal tour announcement.

So, you're saying to get rid of the 'potentially active' in the rules. I mean, I get it cause you never actually know when an act might return or not but then we also have to change up the rule that says that every act that gets active during the draft is up for grabbers during FA's, no?
I'm sorry but the first 2/3 rounds are just to important to know challenge that pick. I don't think it's fair that he'd lose Adele because he probably would've taken some cool act as a replacement that I'm sure would've been taken by now.

Why would we have to change that part?

I propose that after doing some googling I may have had a change of heart but I don't know how to say it this soon without seeming un-genuine as fuck.
But from what I've seen Adele has said she MIGHT not tour again. Where as Neutral Milk Hotel has made it more clear that they are done. Previously I thought Adele had flat out announced she's done touring.
I don't think we need to do this new proposal, but if it could be included in the wording of the rules that if an act has formally announced they are done touring before the draft date, then they are not eligible. So if a band toured all through out 2019 then broke up, they are not eligible. But if a band says "I think we're taking a break in 2020" I don't think that should count.

The only thing this rule adds is that if an act hasn't played within the time frame (15-20) and there is no formal announcement of dates then they're not eligible. So even if a band is expected to announce tour dates but hasn't yet, then they're not eligible.
I think this happened last Bonnaroo draft when The Raconteurs hadn't announced dates yet but they were expected to so someone took them.
