I actually have no idea how to find a contract to send to you so idk. I've spent the least 15 mins googling Brockhampton contract, Brockhampton record deal, Kevin abstract deal, Brockhampton contract off, I can't find it
I'm not doubting that you saw or heard something but whatever it was seems to have been scrubbed and the fact that you picked him weeks ago does nothing to make him seem less eligible

What does the contract have to do with it? Many/most recording contracts allow for solo recordings and especially performances.

The man said multiple times that Arizona Baby is a personal album to him and solo performing gives him too much anxiety. Even if the tweets were deleted he still said it.
Why would he decide to tour 2 years after releasing an album, after saying he wouldn't, and after not solo touring for 4 years.

Look, I don't necessarily disagree with you. But the problem with this is that you're getting into really subjective areas, namely an artist's un-vocalized intent. It's one thing if he put out a statement that said "I'm not going to tour solo again", but that doesn't seem to be the case. There's been a lot of "I think this artist will tour because they have a new album" or "I don't think they'll tour because they didn't on their last album" type rationalization in this draft and while none of it is necessarily wrong, it's way too subjective to hang your hat on. Unless there's pretty concrete evidence that an act is inactive (hiatus, death of a member, stated/public acknowledgement that they're done touring), then I think they have to be considered active if they have dates in the relevant time period. I don't love that rule, but I think it needs to at least be followed as closely as can be.

The problem is he has vocalized it but he deleted the tweets and I didn't screenshot it since I didn't think I'd have to use them as evidence in an inforoo draft

Because he's a young, successful artist that accepted an offer to play a major festival in 2021? The fact that he scrubbed any mention of retiring his solo career from the internet is strong evidence that he doesn't want any of those statements to be definitive. Or that he straight up regrets making them. He's 24 years old, he's obviously not opposed to touring due to how active he's been with Brockhampton, I don't see why it's ridiculous to suggest he's going to play solo again.

Upon more research- the BH record deal does not include touring, he also had a tweet that said he was gonna tour (deleted), so who knows. Still in the unrealistic camp since he specifically said he hates touring solo because of his anxiety, but it's an eligible pick
