We're already seeing some prospective reunions and tours in 2021 which could do massive festival business.
Do you drop your 2020 headliners next year in favor of someone with even more drawing power, particularly if they're very different from your 2020 top line?
While live dates haven't been mentioned, ABBA is releasing five new songs next year, after planning a 2020 release date. There has been talk of a holographic tour, but they could just as easily decide to turn it into a genuine farewell tour with live performances.
The "and then there were three" edition of Genesis has already announced spring arena dates for Europe next year.
Taylor Swift's new album, if anything, ups her already substantial appeal (at least to music geeks and festival goers), given the participation of Aaron Dessner and other members of The National and Bon Iver.
Now, all three of these acts can easily headline football stadiums, if they want to, but if any are open to doing festivals, do you drop harder rocking (or rapping) headliners in favor of acts who'll sell even more tickets, knowing that the people who ponied up for three day 2020 passes due to your headliners and have now passed the deadline to request a refund may be very unhappy with your new top line?
ABBA literally turned down a BILLION dollars to tour twenty years ago. They aren't playing a festival on a farm in Tennessee.

Sure...and, once upon a time, The Eagles and Steely Dan were never going to tour again.
Things change, and whether it's due to the realization that windows of opportunity can be small and something like a pandemic can make them even smaller, 2021-2024 will likely be a time when we're saying "I never thought they'd tour again" a lot, and the names we're saying that about are going to be all over festival top lines for a few years. Even if the motivation is solely a last cash grab while you're in your 50's, 60's, or 70's, it's going to happen.
The Taylor Swift thing is interesting, due to the fact that Lover Fest East was slated for the Pats' stadium halfway between Boston and Providence, but Aaron Dessner is the permanent curator of Boston Calling and almost every act he's ever produced has played Boston Calling. I wouldn't rule out a change in plans entirely, although what seems most likely is that if The National or Big Red Machine or some other Dessner band is on the bill, she'll make a surprise appearance and do a few songs with them.
Genesis does seem most likely of the three to want to do the festival circuit next year, and although it's not the version of the band that I personally would like to see (that would be the earlier edition with Gabriel and Hackett), the version that is touring next year had a ton of U.S. top 40 radio hits in the 80's and is exactly the kind of act that will sell a ton of one day passes to any big festival.
Agree that Genesis is the most likely, I'm just not sure that there's that much enthusiasm for them. That's just anecdotal stuff, though.
Personal I'd love a Taylor Swift headlining spot and they'd be nuts not to book her if they had a chance. I just don't think it's in the cards. It's also doubtful that they'd have her and Gaga as headliners in the same year after never having a female headliner. Again, I'd be thrilled with it. I just think it's unlikely.

You realize Taylor Swift was supposed to be playing festivals this summer in Europe if not for covid? Ever heard of a little thing called Glastonbury? The prospect of her popping up at domestic festivals after that isnt far fetched at all. Its going to happen. but you want to think that 4 stadium dates in 2 cities which are sold out would conflict? Beyonce announced a stadium tour a month before her Coachella performance even happened, so.....

Yes, I'm aware. I still don't think that she'd do anything to counter-program her own festivals in the States.
I don't see Bonnaroo looking at the relatively quick sellout of Tool/Tame/Lizzo and then booking Genesis.

though i'm intrigued by OP's point that 2021 could be a a year for unexpected reunions.
and if bonnaroo wants to book Genesis that is fine. me and the other 50 dorks who know all the lyrics to "squonk" will be able to get in the pit easily.

Tbh I wouldn’t take hologram ABBA, Genesis or Swift of any of the current HLs. I might take Genesis over Tame but none of those do anything for me and seem really expensive.

Sounds like there's nothing planned yet but they might be open to it. Later they also address a 30th anniversary tour for Achtung Baby. (Also nothing planned.)

Adam Clayton: Until we had done The Joshua Tree Tour, I didn’t think so. But the ability to revisit work that still is relevant, that still stands up, and reinterpret it in a different way is exciting. It is a relatively new form if you like. We don’t revisit it in a spirit of nostalgia. We revisit it in a spirit to refresh and expand on it. I think if it is your catalog, if it is your history, there’s nothing wrong with you going back into it and reinterpreting it in a different way for a different time.
So yeah, I do think it’s exciting. And I do think it’s exciting for an audience that knows those songs in a certain context and a certain time. These are very interesting times that we’re living in right now. I think this is going to be a very interesting year for America and subsequently the world. Those songs — depending on how the dust settles and what sort of world [we] move toward or into — those songs will take on a different light. So I’m up for it and I don’t see anything apologist about doing something like that.
That's right. I was confusing it with the Pop Mart tour I think. That explains why he later asks directly if they're touring to support the 30th anniversary of Achtung. So the answer remains that they're open to it but they have no plans at this point.
They also have a new album written and ready to record which they presumably would want to tour in support of. Factoring in the pandemic, I'd put the chances as unlikely.

It very well could happen. It makes perfect sense. I just think it's being talked about or "rumored" because it makes sense moreso than any actual plans leaking.
I'm not going to put any stock in what they say about how their albums are coming along lol. They said Songs of Experience was basically done and would be released imminently or like a year after Songs of Innocence came out. Then it took over three years.

Circling around to my original point, which even I lost sight of, is the question of whether you risk alienating a lot of people who bought tickets for a 2020 festival (and hung onto them for the 2021 edition) by going in a very different direction with the top line in 2021.
If some festival decides to drop Rage Against The Machine next year and go with Genesis instead, there will be a lot of unhappy RATM fans.
(My own two cents worth on Rage in 2021 -- If we're still stuck with the Orange Clown in the White House next year, RATM will be a perfect headliner in the U.S. But if we're finally rid of him and the healing has begun, nothing is going to feel less appropriate that a band that will remind us intensely of everything that was bad about 2020.)

Who said anything about "Trump flashbacks?" If we've got a safe, effective, and widely-available vaccine and Biden in the White House, the prevailing vibe is going to be anything but the "storm the barricades" aggro of RATM. We're in for the Roaring 20's Part II sooner than you think. When that happens, people are going to want escapist fun for a while, even if only to relax and recharge before addressing long-standing social concerns.
