Cause they're not 'that' big/unique/rare/big sellers, would likely play an evening spot in Mojave and lost one of their key members.
I think they’re unique and rare. There’s plenty of examples of acts like New Order, aphex, Jamiroquai getting really high billing and playing the Mojave so that’s still easily possible if that’s how the schedule works out.

Thinking of either Anohni or Stereolab for my second-line over-billed rare Mojave act

Eh, disagree. I can't see Mazzy Star headlining boutique festivals like the examples you've given, but you do you. I'm just trying to help cause it doesn't make sense.

I like Anohni for that. Stereolab toured a lot recently.

last show they played was headlining Festival NRML in Mexico.

Bauhaus is closing a tent while Swedish House Mafia closes the main.
There’s gonna be 75 people there. I saw Jaar close at Ultra 2013 during SHM and it was empty. Or Swans vs The Weeknd and Axwell/Ingrosso at Coachella 2015. Think there was 50 people there.

The "cool rock act closes a nearly-empty tent to a big pop headliner" is pretty much a Coachella tradition at this point. In fact, once we get to the scheduling portion of this draft, I'll be docking points for anyone who ignores such a thing.
Think it works. They'd probably pack the tent more than New Order, but I don't think their Coachella crowd would be nuts. It would probably be a less rare show than Jamiroquai or Aphex (I'd expect way more US dates based on their history), and both of those were fine in Mojave.
