I wouldn't put it like that, per se, but I can't say it's wrong either.
Generally, when you vote last and have a chance to stack on someone, a negative inference could be drawn if you don't. We normally assume that mafia don't vote for mafia, so the assumption would be that if you are mafia, you avoided putting a few people in the runoff so that ties them to you.
Of course, distancing happens, so that's a consideration, and its D1R1 so it's pretty tough to draw strong inferences from anything happening.

As mentioned, yesterday was a bit of a shit show for me so I arrived late to vote, my b. But since I did, I opted for the path of "throw someone in who no one has voted for yet/was likely about the escape the runoff." Not much more to it than that.
