i thought we ceased "majority locks ends it rule?" did we not?

"Locking: If all players who are not in jeopardy of being lynched lock, the round will end. Until this happens, locked players have the option of changing their votes.
Locked vote means that you are fine with the rounding ending with your vote where it is; you can move as you want, but if it's locked and all non-runoff players lock, the game will move on and you know locking your vote has this effect."
I don't know why we need two lines for this in the rules... but...
The first one doesn't really apply here. Since it is still Round 1, every remaining player is in jeopardy of being exiled. Similarly for the second one there are no non runoff players since there isn't a runoff.
