The Chemical Brothers
Maybe its just me but I'd think they are wayyyy too big to be on thursday. I've dreamt about a Chemical Brothers sunday night set as a legacy act.
A band that could easily play Which (closing or LN) isn't too big for What Thursday. Although I wouldn't mind seeing The Chemical Brothers as one of the 3 main headliners, it's not going to happen. They were billed 4th on their day at Coachella 23 and didn't even play the mainstage. Don't get me wrong, they were amazing. Just not headliner worthy (besides Thursday).

Why even list the Chem Bros, Massive Attack, Justice, etc as possibilities for roo? What makes you think they’d completely change their booking strategy and start getting acts like this?
You’ll get Griz or some other wook-adjacent bass.
The crowd at roo is just too young to care about these acts and LN isn’t going to pay out big money for a exclusive Chem Bros set only for it to flop and gets outdrawn by G Jones in the woods or something.

I think it needs to be a band who can play a long enough set(s) to make it worth opening the What on Thursday. Probably, it should be someone who can play two full sets like Pretty Lights did. And it also needs to be someone big enough that a significant chunk of the attendees will want to watch them play two sets. I don't know enough about all the acts you listed to say one way or the other.
On your list, I'm pretty sure Billy Strings, Jack White, and MMJ could do it pretty easily.
I don't know that The Flaming Lips and Vampire Weekend have done long, multi-set show, but I think they certainly have the catalog and the chops to pull it off.
I think String Cheese Incident could definitely play a long show, but would anyone care?
Other options would be any reasonably big jam band: Phish (obviously), Dead & Co., King Gizz, Widespread Panic (maybe), Goose (also maybe), DMB (people complain about them, but I think a Thursday What set would be a win)....

I think String Cheese Incident could definitely play a long show, but would anyone care?
I feel like a string cheese shebang at roo would be a huge deal but also extremely unlikely since it would probably pull from EF's shebang. Still, that kind of jam session could be really fun on thursday night.

Bonnaroo needs to experiment with the new format of opening What on Thursday. Book different genres, more than 1 artist, comedy (maybe?), artists playing certain albums, artists accompanied by an orchestra, expanded superjam,...
I don't understand the focus on Thursday What, why not Which?
For me its the excitement of opening the biggest stage and booking bigger acts a night earlier. My first roo in 2019 I got to see Grand Ole Opry, Magic City Hippies and Sunsquabi on thursday night. Now we're talking about PL, Skrillex, and Justice, thats come a long way. Thursday is probably the biggest source of untapped potential to expand and grow the festival, just imo.
