You can get some decent converse variants there sometimes, and they occasionally have cool shoelaces to up those kicks. I don't usually go in there, but I'll peek through the doors. 14.

I remember in 6th grade (2002 / 2003), everyone was wearing wristbands. Not gothy-looking or emo-looking wristbands. And this wasn't just goths or emos or whatever the right label for Hot Topic people was back then. It was everyone.
They were wristbands that were meant to be torn off of someone. And depending on the color of the band, it was an indication that you had to do some sort sexual act with them. I think it went all the way from hug to kiss to head to sex. But there were even more.
This wristband system was absolutely massive at my elementary school for one year. But every time I try to explain it, I don't get much of a reaction from people. Was this a thing everywhere? Anywhere else? How confined of a trend was this.
I decided to google it just now actually. I found a Snopes article from 2003 that explains this system of "jelly bracelets that indicate sexual availability among kids." It also specifically calls out that this was such a problem in Florida Middle Schools. So maybe I was just at ground zero of this thing. The article did also reference Ohio and Colorado. I've always been so annoyed when people don't know what I'm talking about.
They even had a legend written for it in the article which is awesome:
Yellow = Hug Purple = Kiss Red = lap dance (lmfao) Blue = oral Black = intercourse
"If a boy breaks a jelly bracelet off a girl's wrist, he gets a sexual coupon for that act. If your daughter is wearing these bracelets, it may be cause for concern."
I personally think we need to go back to this system, as it was great clarification on the topic of consent.
Anyways, I think people were buying these things mainly at Hot Topic. And this whole thing was so weird and honestly feels so 90s even though it was 2003. Hot Topic has personality you can't deny that.

the only bracelet fad we had in the early 90s were slap bracelets. i thought they were the coolest thing ever. basically it started out straight but you slapped it on your wrist and it formed around it into a bracelet. eventually they were banned because the metal inside was sharp and if it pierced the fabric it could cut you.

it is concerning to me that these were banned in elementary schools but according to Jortles, the sex bracelets were fair game???

It's interesting to think about how it would have started. They definitely couldn't have been sold with the intent that they would become sexual bracelets for pre-teens. The article I read claims it was mainly a middle school or younger issue... so no high schoolers to make it "cool".
I feel like some kids had to have invented this "game" of repurposing the bracelets. But it also seems like something that would be hard for a group of 13 year olds to start and have catch on.
All of that to say I think most teachers and parents didn't know what the bracelets meant for a good portion of the 6 - 12 months they were relevant. And some schools did start banning the bracelets once they found out. I might investigate further.

I had an Iron Maiden one that I'm pretty sure I got at Hot Topic.
Edit to mention those jelly bracelets totally started innocently in the 80s. We wore those (two hooked together) with jelly shoes and our stirrup leggings and off the shoulder oversized loud sweatshirt.
