Well we arrived at the Tollbooth at the top right of the map on Thursday afternoon and were put in #87 out in the boonies, so for us that was the case yes. If you like quiet, dust free camping it was a great place to be. But it was a harsh walk in the heat.

There was another thread about this somewhere and I think we pretty much came to the conclusion that it is very random. Some people who arrived early got put on the outskirts and people arriving on Friday were put closer.
I was where trippindaisy was... Camp Clark Griswold. We arrived Thursday morning, drove through the same toolbooths, and watched as people who arrived hours later than us were put in all of the campsites closer than ours.
We were diverted to all of those random backroads, so we vowed (before deciding on VIP for this year) that if they divert us to those again, we would just turn around and get back on I-24 heading west.
Came in at the bottom left tollbooth at around 4 in the afternoon on Thursday last year. We were put in Camp C3PO... (even though it says Sunday night/Monday exit only, it is also an entrance.)
If you come in from the East on Bushy Branch Rd, you will almost certainly be parked near that entrance (which is a long walk - 30 or more minutes to Centeroo).
