The last couple years had Paul McCartney, Elton John and Billy Joel. They're not afraid to book pop. If anything, they need to book more names like Beyoncé and Rihanna and JT because those the only names that aren't playing many other fests and would make Bonnaroo standout in an overly competitive market.
What they've booked vs. what you're saying they should book are very different pop fan bases. I agree they need to approach things differently to compete. Frankly, any of those acts cost as much and likely more than their most expensive booking yet. I'm interested to see it happen...I don't see it happening now, after the 2016 flop.
Maybe you should take a closer look at which festivals are moving lots of tickets the past few years, and which ones are booking jam band headliners.

Bonnaroo has sold extremely well every year except 2016. I'm not sure the conclusion to draw is it's not pop enough. I believe it had more to do with sharp price increases and reduced quality of the undercard. That's why I skipped.
I should add that Beyoncé would make me more likely to go than ⅔ of the headliners from the last two years!
Phish arent a number 1 or 2 act. They play the Mann center in Philly while Drake and Sia are playing stadium ahows
This is Bonnaroo, sir.
This is also Bonnaroo 2017 we're talking about. It's a very different festival than it was in 2003. Phish was billed 3rd in 2012, and they will probably be billed 3rd again if Bonnaroo books them for next year.

I know this isn't in the right order and I don't prefer every act here. I just tried to make it look real.
I used to be one of the people saying Beck would almost definitely be a #4, but I'm going to hop on the headliner train because I really want it to happen.
Fleetwood Mac - Pearl Jam - Beck would make me cry But more realistically: Neil Young - Muse - Beck, which I'm fine with
I realize that it's the off season but can we seriously do no better than to argue whether Beck would be third or fifth in the lineup for two pages? It feels like there has been a repeat of this conversation every couple of days since the festival closed.
Speaking of getting artists a year late, what about whatever incarnation The Dead is in next year? There were/are rumors of some sort of Bob Weir led Dead type project, with John Mayer on lead, Gordon/Schools on bass, etc. I know Furthur would never have headlined, but is it possible for whatever project this is to headline, especially with John Mayer on board lending some headliner weight to the band?

We had the headliners figured out pretty early this year so there was no need for them to confirm what we already we pretty positive on.
That's what I thought. Hopefully we get some quality scoopz this year.
If they don't post as the lineup draws near, it's safe to say the board has figured out the top line at that point. In 2013, I believe insider didn't show up for the first time since she first started coming here and everyone pretty much knew McCartney, Mumsons and Petty would headline. The next year, only Elton John and hints of Jack White had been discussed at length, with no one predicting Kanye would return. This last year, LCD and Pearl Jam got leaked before insider usually shows up The Dead & Co. seemed logical.
