3. Basing this on the assumption Tool and RATM are included
Those are the best 3 assuming Metallica isn't also included, because then it's a tossup for top 3. I voted live over listening to albums. I've seen Tool a bunch of times, Rage once and Nails maybe 5x over the years. Rage is a lot of hype but can be formulaic (verse, chorus, verse, Morello sound effects solo, chorus, etc.). Tool has the best stage effects (2010 with the sliding screens was a personal favorite). But live, Trent can reach people on an emotional level which most buttrock bands can't do unless there's a specific song that has individual meaning to someone. So I voted them #1 even though they may not be my favorite band to listen to.
Never heard NIN in the buttrock discussion. If Tool and RATM are here, NIN is 3rd.

i could hear an argument for Tool being above NIN but RATM is clearly last among these three. if considering more buttrock bands there might even be a band above RATM (certainly Metallica, Slayer, not sure what Teddy has up his sleeve). inforoo overrates Rage IMO.
not that quantity of releases is everything, but RATM's last original material studio album was 1999. hell even the famously slow moving Tool has released three albums since then.
i think we overrate RATM in part because of the scarcity of live shows. Tool still tours regularly and while NIN has been dormant for a bit there have been plenty of opportunities to catch them in the past two decades.

NIN - 1,161 shows. Tool - 1,256 shows. RATM - 584 shows, with the vast majority (442) being 1999 or earlier.
and of course then they canceled the majority of their most recent tour because Zack stumped his toe and was like "owwww i'm never playing live music again".
i've never seen RATM live so i can't speak to the quality of their live show, by all accounts it rules, but I can say NIN and Tool have given me some of the most memorable live experiences of my life across multiple different shows.
Of the ones we have so far, I've only seen one live (Lamb of God). So I am basing this opposite and only considering albums, so far at least. If more pop up that I have seen live then I would reconsider.

+/- similar boat since the only time I saw them as RATM was when they were the opening act for Lolla 1993. I had heard one song, but they got you in the groove especially for an opening act. I saw Prophets 2x in 2016, and both of those shows were great. They got a ton of hate on this board, but not from me. Chuck D is a rap hero and icon, so I'm going to see him if he's in town in whatever capacity. Band was great too.
Neither are buttrock but peak* RATM is definitely better than NIN live...
you said this with such confidence i had to doublecheck that RATM didn't write "Somewhat Damaged". Turns out that it is, in fact, a Nine Inch Nails song. It's also the best live show opener ever written. Ergo it's impossible that RATM is a better live band than NIN at any point in their career, because hearing "Somewhat Damaged" open a show is soooooooooooo awesome.

My first exposure to NIN was the rock radio format that gives buttrock it's name, they have plenty of singles that stayed in the rotation up through like 2005 or whenever I stopped listening to FM. They also still headline the same Wimmer fests as Slipknot. There is no argument against their inclusion here that isn't built on denial.
I’ve seen NIN a lot. I’ve only seen RATM once. RATM is better. The energy is unmatched.
I've only seen RATM once in the early 90s, I've seen NIN a bunch, and I don't agree. Maybe if you compare that one show to the first time I saw NIN, then they would be better. But NIN shows have just gotten better over the years and I can't compare a one time good show to countless great shows without that bias.
