Well the two big ones that come to mind first are Monolith and Telluride.
Telluride is a roots festival, primarily focused on but not limited to bluegrass. It usually happens the week of or preceding Bonnaroo in Telluride, CO. I've heard good things, but never been.
Monolith is new. It takes place at Red Rocks. It's a mid major festival whose limitation and draw is it's venue. Red Rocks is ideal in its beauty but space is limited, so I don't see the festival ever taking off in the way that, say, Bonnaroo has. Last year Flaming Lips, Cake and The Decemberists were the biggest acts.
I've always had a bit of fantasy about starting a festival in central Texas that celebrated Hill Country American roots music (including Tejano) and African music. Sort of a musical conference, meeting of the minds type of thing. Not the sort of thing that's easy to make happen though...
actually, before i joined the navy i came really close to organizing an arts & music festival in memphis. i was going to call it the memphis arts & grooves fest and only feature local bands & artists. i was in a band, so i knew tons of the other big talent in the area. i had sponsors on board, construction & lighting people, a street team, city permits drawn up...i was THIS close
but then i got all ADD and decided i wanted to go play with boats.
Plus, not necessarily fest related, and this is assuming you're somewhere within striking distance of the Denver Metro area, but the Quixotes family of venues/bars are great...
I've been out here for about 18 months now and have fallen in love. I know Ft. Collins has Hodi's Half Note, which seems to book loads of great shows, have you checked it out yet?

so how much snow did you get by your place ... we got about 8 inches i think in the back yard, and now maybe 6 to 8 tomorrow ..... grrrr ... it took me 1 1/2 hours to drive to work this morn, and i am guessing it will be worse tomorrow ... come on summer and the roo ... cr****
we are gettin a good bit of snow today, and i agree with aquariumdrunk, this place is very nice. i saw DubC at hodi's but the main venue here is the Aggie, caught Aesop Rock there recently, am looking forward to the xavier rudd and disco biscuits show next month at the Aggie as well, come on spring!

Red Rocks has Reggae on the Rocks, two days of reggae every summer. I think they still do Blues on the Rocks also. Most of the ski areas have some kind of small fest - Winter Park has a blues fest, a jazz fest and a folk fest every summer. There are TONS of small bluegrass/Americana fests all over Colorado that feature local and regional acts, and Colorado is full of good bluegrass and roots music bands, so those are actually worth checking out. Try North Fork Valley Fest , Pagosa Springs or Steamboat Springs fests if you like that type of music. And the Planet Bluegrass fests Rockygrass and Folks Fest are fantastic camping fest and really close to you in Lyons- probably 45 minutes. Rockygrass sells out fast, so watch for ticket sale date. For indie rock, the South Park music fest is an all-independent music fest at 10,000 feet. Santa Fe has a new fest, last year was it's first year and they are doing it in '08. It's called the Santa Fe MuzicFest, and it had a pretty good, eclectic lineup last year. Santa Fe is also an awesome town, so you can't go wrong there. I didn't go last year but I'm strongly considering it this year. Oh, and welcome to Colorado! I came here to visit twenty years ago from New York and ended up staying. It really is awesome here. Gorgeous scenery, great people, diverse music scene - perfection.
