Okay, here's an idea. If you could create a festival, and make it from the ground up, with a lineup, a location, a poster, set times, and other things, what would you do? This is the question I pose to you. Other festival message boards have done this, like Coachella and Lolla, but I didn't really get the idea from them. People will vote on your lineup and poster, and it'll kinda be like a festival tournament.
The rules to this are gonna be a little less strict then the boards I mentioned above.

You must submit a poster by Saturday, Febuary 13th. Since I'm encouraging creativity, the poster should be creative as well. If you aren't the best at photoshop (that's me), don't worry, you shouldn't be judged on your poster, you should be judged on your overall lineup. The poster should include the lineup of your festival, the location, and the name of your festival. Any other stuff, like movies or any special stuff, you can feel free to type out, cause that stuff doesn't normally go on a poster.
You must think of an original name for your festival.
You must think of a location for your festival. This could be anywhere in the world!
You must pick dates for your festival. Your festival can be as long as summerfest, or as short as a one day festival. It can be during any month of the year, any day of the year.
If your festival makes it through the first round, you will then be required to submit set times for your festival within a week’s time of your win. Your set times are not bound in any way. You can play all night, like Roo, or you can have a curfew, like Lolla.
You may have up to 200 artists total playing your festival. Whether this is Comedy, Spoken Word, Music, or something else.
Be creative! Try and think outside the box.
Try and keep it at least a little realistic. This is not your dream festival, that would be too easy to put together with artists from your iPod. This is a festival with bands that are mostly touring now. Try not to have like, 6 headliners on one day. That's not realistic.
Restricted bands, to keep this realistic: The Smiths, Pink Floyd, Led Zeppelin, and any band who's deceased (Sublime, The Beatles, Nirvana, etc)
Questions will be asked, and I will try to answer them as completely as possible.
Anyone with any post count can sign up, but I want to have people with at least 50 posts to vote. This is to filter out the friends of the person who created the festival.
Sign up as soon as possible, cause I want to get the final entries in by Saturday the 15th, to get the ball rolling on this. Sign up is first come first serve, we can't have 200 festivals cluttering up the forums. I hope for about 30 festival entries. If we don't get that, that's ok.

so are we using a "budget" system or not? I dont wanna finish my lineup out if we are going to have a money cap and such (I do agree we need some kinda cap tho)

I think having a budget is a good idea in theory, but probably too much of a pain to put into action. There'd be too much research required - unless someone can find a website with the performance costs of every artist out there.
Anyway, my lineup is done. Are we sending them to you to post, Garageland?
I've got my lineup finalized on paper... now is there anyone who could please help me turn it into a poster? I'm not really great with that kind of thing. And even though Apple tries to brand itself as the computer for people who enjoy doing creative stuff, it doesn't even come with something as simple as Paint. I basically just need to take the text from a Word document and add a colorful background.
