I'm simply trying to make things a little cooler on me at my camp this time. Last year we went as a group of people with no real shade or any moving air or fans since roo was a last minute thing last year. Since I have purchased a conversion van and installed a window ac. And from there i need to find a way to power it does general camping have any regulations on generators and such?

You can have one, but your neighbors may not love you for it in GA unless you have a nice one or build a noise/venting box for it. I have been at festivals, and been scared to sleep in my tent because people were running a generator all night on the ground 5 feet from it. Also if you are handy you can put a car muffler on it, and mount it up above your van on 5 feet of pipe.

Thank you i will def take that into consideration and make a vented box for it . I guess my biggest question would be are there any restrictions to size and are there "quiet hours" cause honestly last year it may have been how overwhelmed i was with my surroundings but I dont remember seeing one that wasnt directly off shakedown and seemed vendor oriented.

That is actually pretty small but is powerful enough for everything you may need at Bonnaroo.
I use a 1KW Honda and no one seems to mind.
edit* Oh yeah, on my way in (2009) my car was 'audited' meaning they called supervisor types over to look through my stuff. What did they have questions about? The generator (I showed them it was less than 1.5), the gasoline (dude, less than 5 gal in one container), and the garden cart I had in case I wanted to truck in from BFE to tent only (they were saying it was a vehicle that could go faster than walking pace I said 'show me how').

Like the above poster mentioned the limit on the 1.5kw generator, although I can not find that in any of the guides this year ?? I can only speak from going through VIP check in that it has never been a issue. I think the "limit" is there incase there is a issue, they then have a reason to say turn it off.
Noise, you will find out that some most generators are noisy. Not all of them are the same, Honda's "EU" series is extremely quiet. You would not need any other noise containment or added mufflers. If you do not currently own a generator, look to rent one for the weekend. Either at a tool rental establishment or call a local Honda dealer who sells them, most also rent. Again a Honda EU series or Yamaha EF series.
How large (BTU's) is your air conditioner? A small (5000 BTU) air conditioner will draw about 5-6 amps. So 600 to 720 running watts, this number can double when a compressor starts. So for this example a 1500 watt (1.5kw) generator would be needed.
So I think a 1kw generator might be a little on the small side, especially when you try to turn on the AC Unit.
A note about the air conditioner size. I think anything under 8000 BTU's is going to be too small to keep up with the solar load in the morning hours in your van. To give you a example, air conditioners in vehicles are around 1 1/2 tons of cooling. So that is 18,000 BTU's. A small camper has a 13,500 BTU's of cooling.
Remember if you do have a larger AC unit you will need a larger generator.

The air conditoner is a 5,000 btu frigidaire . I'm not sure of the brand of the generator it is a 1.5kw . It was cheap but surprisingly effecient it will run the ac and start up but for example if I have a drop light plugged in it must be off to compensate for start up. However the generator being such a cheap generator is way to loud and I STRESS way to loud. I am looking into larger muffler and am having trouble any suggestions!

You can buy ten mufflers for the generator that you have and it will never be quiet. It is more then a muffler that makes a generator quiet. It is the overall design and sound attenuation of both the engine and generator itself. I'm sure the engine and generator housing are visible on yours.
Some will recommend to make a "box" for it. This is common at over events we attend. What this does is directs sound to another area (very inconsiderate). Another problem with this is heat. Generators under load make a lot of heat, your generator is air cooled, it need as much as fresh air as it can get. Boxing it in will cause premature failure.
Ditch the drop light and get a compact fluorescent bulb. They use 1/4 of the energy and produce the same amount of light.
I just do not think you are going to have acceptable noise level around your camping neighbors.
I have seen some boxes that do a good job, they are a pain to make though. You pretty much have to sandwich glass wool between two pieces of aluminum for every side.
