Hmm, if you could find a date I would appreciate it. It is not the answer I was looking for, but I did a little bit of research to find out. I should have also clarified that this education system was for the entire country, not just specific genders, races, etc. . .

Catherine II of Russia until November 17th (NS), and then Paul I of Russia (before Catherine II could allegedly remove Paul I from succession and give it to Alexander), but he wasn't coronated until 1797 (OS or NS).

the great bull moose Teddy Roosevelt! he didn't quite "continue" the speech, though, as he hadn't started it yet, he was leaving dinner and on his way to the speech when he was shot. the bullet was slowed by the unwieldy manuscript of his speech that he would be giving, slowed to the point of causing very minimal damage. he went on to give 90 minutes of that speech before retiring and later collapsing from it.
