Residents of Preston County got the chance Monday evening to weigh in on the county commission's proposed "mass gathering ordinance."

KINGWOOD -- The Preston County commission voted unanimously to approve the second reading of the proposed ordinance that would impose a fee on the organizers of any festivals bringing in more than 3,000 people.
Many residents spoke in support of the proposal at Monday's public hearing.
"We have eight years that our county has paid out and not gotten back," said county resident Kathy O'Brien.
The county says it would impose a fee on events like the all-good music festival to recoup around $200,000 it spends each year on emergency personnel, police, and medical resources.
"Our intent is not to not issue a permit. Our intent is to help the county reimburse some of its funds and have them get in here and help us plan," said Craig Jennings, Preston County commission.
"We certainly do not want the all-good festival to be a burden to the tax payers of Preston county," said the All-Good Festival's organizer Tim Walther.
Walther says the timing of the ordinance would not give him enough time to plan. Walther says the festival's musical acts, dates, and ticket prices are already set for July 2011.
"The concern we have is the burden on the festival, in the past we haven't had to pay these expenses. We've already set our ticket prices, so to have this ordinance halfway throughout this process," he said.
Many residents talked about their concerns about personal and public safety, not to mention drug use.
"If we don't do something and don't enact this ordinance. That's our first step in taking our community back and keeping it safe for my kids," says one resident.
Walther and his lawyer have asked the commission to consider pre-approving the festival if it can't delay the effective date of the ordinance until after this year's festival.
The commission will vote Jan. 24 on a third and final reading of the ordinance.

So if the question becomes will I pay more for an AllGood ticket I guess the answer is yes. At the end of the day my 2 AllGood experiences have been the two best festivals of my life. Both times I have done the camp Infogood, but really it is the way the setup lets you go see all the music with your friends old or new. I will be really disappointed if this does not happen. I wonder if the Preston county Wal-mart feels the festival is a drag on the economy, or the gas stations that sold ice to people who were reselling it at the festival?

I agree with all Jesse's points here. I would pay a bit more. Allgood is certainly the best festival of the year IMO....
All Good is my favorite festival. I love this location too. The first location was good but not at perfect as the Mountain Top.
I was planning on taking my boy for a mommy, son weekend this year. I would definately pay a few extra dollars to quiet the locals.
I really don't think this is a valid argument. It's a small town like most of the towns where festivals are held. There are not alot of outsiders visiting except for this one weekend a year. In this weekend the hotels are booked and the diners are full. I think this is where the problem is, farmer Joe can't have his favorite spot at the corner diner for a few days and sees that this festival is getting bigger and pulling in more money so now he wants to weasel in and get his cut.
But that's just what I've experienced with festivals that I've worked with. After a few years in one location the towns people start to get wise to the fact that if they stomp their feet enough they can get paid for living in said town.
But I haven't been involved in event production for alomst 8 years so maybe I'm wrong.

they're all in it for the money, you're a fool if you believe otherwise. bonnaroo is just better at it.
We will have to see if this affects Allgood. I would imagine that there will be an additional fee for allgood tickets this year. (A Preston County Fee)
