just a thought. sheer clothing is sexy. lace is sexy. an above post also mentions leather. maybe leather and lace? stevie nix? she did just announce a tour.

okay so noboby want to hear this but Sheer is capitalized as in a proper noun...Sheer Cover is a makeup for which Fergie is a covergirl, but I don't know if she fit the firt part of the clue or the Black Eyes Peas fits either.

Simon and Gafunkel could have something to do with the clue logic, but I highly doubt they are the answer, if so you wouldn't even need to solve the whole clue, the word Cecilia alone would make it an obvious, too obvious answer
Okay, I'm going to make a bit of an assumption, at the risk of it blowing up in my face.
The song "Cecilia" by S&G is a red herring, much like "Space Oddity" seems to have been a misdirect on the first clue.
So we look at other Cecilias - none of the people on Wikipedia named Cecilia, save for the Saint, who has already been covered, strike me as relevant. Mostly people who are long-dead.

The most interesting one of these to me is the last one - makes me think of Ursula from The Little Mermaid, at least initially. (This makes me think of Ariel, which makes me think of Ariel Pink's Haunted Graffiti, but I can't manage to connect "dress code: sheer" to the rest of it... yet)

Sheer in a proper noun means lingerie. Hence, Paul Simon.
Cecilia's (Simon & Garfunkel song) dress code: Sheer (as a noun means type of clothing which is usually lingerie). If a lady wears lingerie, she's thought to be halfway naked. Take half of S&G and you are left Paul Simon or Art Garfunkel. AG is more of a name than a musician now, so it's Paul.
Clue #2 solved and by Soul Man, who's responsible for solving Clue #1. Do I get money for this?
If Cecilia were being used to refer to someone who is blind, then their dress code might be glasses. If you apply "sheer" you get "sheer glasses", then maybe "see-through glasses" and then "x-ray glasses".
That might be too much, but who knows. Does anybody know of a band or song that this might refer to? So far I only have
The Emotrons Eric Coleville Band Freddie and the Screamers The Flametrick Subs
...but I know nothing about these bands or even if they're together. They all just have songs named "x-ray glasses"
