The first thing I thought of is Devin Townsend.
He is well known in the metal community and his nickname is "Hevy Devy" Also played at the Bijou Theatre with Cynic and Between The Buried and Me last February. New album coming out in March.

I figured the heavier endeavor to relate to the march. So more like... stomping?

Hmm, Ruffian was a race horse in the early 70s, she is considered on of the greatest american races horses. During her 11th race, broke her leg, but refused to stop running the race, destroying her leg in the process. Immediately afterwards, she went through a major surgery to repair her leg, though when the anesthesia wore off after the surgery, she thrashed about in the floor of her stall, further injuring her leg. Afterwards, the injury to her leg was so bad, they euthanized her.
Just throwing this out there, Im not making a whole lot of sense out of it

Answer: Gojira! They ARE in fact a heavier endeavor, and this stomping thing goes great with the first part of the clue.
The word "with" makes me think that the ruffian is some kind of a leader. That we should be with him. Lewis Black? He could be considered a ruffian. Stopping short of a march makes me think about the Rally for Sanity. A rally could be considered just short of a march? Maybe a full out march would be too heavy of an endeavor for John Stewart and Lewis Black to strive for?
This is stretching a lot. But I think the WITH has something to do with it

Hmmm. I like the thought of stopping short of a march somehow referring to February, but I have no idea what to do with that. The "leap" idea has some potential, though...

Band of Horses? Bands march, jham mentioned that there was a horse named Ruffian who's leg was injured so it def wouldn't be marching. It was "a heavier endeavor" to get the damn horse to quit the race, or it would be a pretty heavy endeavor to carry it.

It's a heavier endeavor" March can refer to masters in architecture, pertaining to study of creation/building of something .... ruffian, could refer to 'old ruffian' barley wine (I tend toward guessing beer) what is heavier than barley wine... real wine. = Iron and Wine
A "March" is 5 tricks in the card game Euchre, so to stop short would be four tricks - Cheap trick have an album called Four Letter Word, John Brant Quit the Ruffians to join Cheap Trick (linking it all together) Phil Chen Was in the Ruffians and went on to work with Headstone (Heavier??) and now im lost, linked Chen with Jeff Beck, Pink Floyd and Brian may.............. it seemed to be going so well I was on a roll.

He had an album called Heavier Things. Lately he has been a ruffian with the media/twitter and his latest album is called "Battle Studies" which fits the dictionary.com definition of ruffian (a tough, lawless person; roughneck; bully).

With Big Boi already tweeting that he is going to be at Bonnaroo, I'll throw him out there as my guess. Big = Heavy and rappers are stereotyped as ruffians.

I like this...not sure about the rest of your guess, but I really think we need something along these lines for the first half of the clue. Stopping short of a march has got to lead us to something specific, I think.
Stopping short of a march COULD be a walk or some other alternative to that kind of marching, but I feel like it's probably something else.
Stopping short of a march could mean February as some people mentioned, but we don't know where to go with that.

This is just a wild guess.
I heard rumors that he has a new album coming out this spring and there's a possibility for a summer tour. I absolutely love this idea, especially if he does JM Trio music.
Definitely makes sense that the "Heavier" refers to metal (although it almost sounds too easy of a clue), and i love Gojira, Mastodon, and Devin Townsend. Could also refer to Baroness (played roo last year) they have a song "A Horse called Golgotha" that ties into the horse theory
I also like the big boi idea. Any other ideas that heavy could actually refer to a term of weight or size?

Ooh, I didn't realize Outkast had a zodiac-named album. That could make sense....although I'd feel a LOT better about it with a better explanation for "ruffian."
I love how we've considered zodiac-based theories for at least 4 of these clues.
