Well according to dictionary.com cardinal can be defined as this: "a woman's short cloak with a hood, originally made of scarlet cloth and popularly worn in the 18th century."
Stevie Nicks used to wear a cloak at many of her concerts and also has an album called "Cloaks and Daggers".
A song on this album was called "Leather and Lace". This song was a duet with Don Henley. Don Henley is from the Eagles (eagles fly "high").

Adding to the Sigur Ros logic, the band name is translated as "Victory Rose" ...if rose can be linked with the Cardinal part. I find it hard that they would do Bonnaroo again, but my fingers are crossed!

seems like the original post is wrong now. high is not a steakhouse specification unless you are asking for a waiter with red eyes. must have been the wrong crossword puzzle entirely.
i know high is the word we are looking for for the clue. OP should probably delete the erroneous crossword clue to save confusion
Okay, so this is my first time trying one of these clues, so here goes.
A cardinal combines fire and ice with friends in high places.
I think this is referring to a Catholic cardinal who has friends in high places, such as angels, the holy spirit, Jesus, God. Just a guess. Hope it helps.

Okay well at least "friends in high places" makes a bit more sense as a clue. To me, at least. Now I know why I was so confused before!
I keep wondering if "fire and ice" is just a reference to a cardinal's red color and the fact that they're winter birds (at least around here....they're always around when it's snowy and it seems like we hardly ever see them when it isn't snowy). I'm used to seeing cardinals as red birds against white snow/ice. And then friends in high places could just mean...some other sort of bird. High places as in the sky.
But that seems WAY too vague and simple to actually be the clue, plus it could lead to ten thousand bird-named acts.

The southernmost city in the world is in a place called "Tierra del Fuego"(land of fire) in Argentina, and it's famous for all the glaciers and penguins and frozen stuff. ...dunno if that helps but... it's a new line of thinking

Fire and ice could also refer to the Robert Frost poem, but I've been digging around a little and can't find any way to connect Frost or the poem to cardinals or friends in high places. Frost has a couple of bird-themed poems, but nothing that really stuck out to me.

Probably ruled out, but you could almost get the Red Hot Chili Peppers out of this. Cardinal - Red Combines fire and ice - Hot & Chili Still don't have a tie for the rest though.
If you wanted to run with this, You could argue that they're touring without john frusciante because of his drug problem... hence friends in high places.

I think this one is Bjork feat. Robert Plant. She has been know to dress like birds - I think there's a picture somewhere of her very much looking like a cardinal. She had an album in the early 2000s called Fire and Ice. And the friend in high places is from Led Zeppelin - a blimp. happy guessing ya'll!
Yes, I was just considering the Zeppelin part. Did you see Cee Lo and Gwyneth Paltrow on Grammy's last night - he sure looked like a cardinal and she was the friend in high places (physically standing on the piano and of course movie star) but couldnt figure where the fire and ice played in!
