Yeah, I have friends going to both; so it's really just a matter of deciding which... I really wish I could do night one of Orion and then night two of Gov Ball but I don't think that's possible.

I am personally going with Orion. This may be a little biased because Metallica has been one of my favorite bands for 8 years, but when will I ever get the chance to see those two albums live one night after another? Also, Metallica (x2), Arctic Monkeys, Modest Mouse, Gaslight Anthem, Cage the Elephant, Hot Snakes, Titus Andronicus, Gary Clark Jr., The Black Angels, Wooden Shjips, and A Place to Bury Strangers is a much better buy for 157 than govenor's ball is for 175 in my eyes, though I am jealous of Beck and Built to Spill.
However, if Gov's Ball had Modest Mouse and Orion didn't, I'd be really tempted to go to GB, since I have never seen Modest Mouse and they have been on the top of my list for a while.
Governors Ball just looks waaaay better to me. Built to Spill, Beck, Fiona Apple, EITS are enough to justify the ticket price, in my opinion. Plus, NYC offers a lot more in the way of cheap accommodations (hostels, airbnb rooms).
I also don't like Metallica, so that has a lot to do with it.
