I would think that I should ask them the reason for carrying that much cash and if they gave a legitimate answer like "I'm going to buy a car at auction" I would have to accept it and let them keep it. Not take it and make it virtually impossible for them to recover it. I think that giving cops a license to steal is probably not what the Founding Fathers had in mind when they wrote The Constitution. They might as well put swastikas on their uniforms.

YES! There is a seatbelt law. Even back seat passengers have to be buckled up. And here's a crazy one...have you heard of implied consent? If someone (not you) is driving your car and is drunk or under the influence of anything else, YOU get a DUI. You could be at home in bed and get a DUI. Insanity. Anyway, have a valid license, proof of insurance (that's a biggie!) and registration and you're good to go. All but one of my experiences with police in TN has been positive. But, then...I've never tangled with the state boys either...
If you refuse a search, they will just (in most cases) try to get a warrant, while you sit for 4 hours or so on the side of the road. They may or may not get the warrant, but you have still wasted hours of your time. Instead of refusing a search, just be smart and don't travel with thousands of dollars in cash.
Also, 22,000 in cash, and he is trying to win a car at auction on ebay? I would bet the farm on that being a bullshit story.
Also, its not like the money is gone forever. They guy just has to show up to court and he will get his money back, assuming the search didn't incriminate him. Anyone dumb enough to drive around alone with that kind of money rolling around in the backseat deserves to have to jump through the hoops of the ridiculous legal system. I have never seen this personally or read this specific law, but on some other threads on here they are saying that the police can only wait on the K9 unit for the length of time as a reasonable traffic stop. These are locals saying that. So...if the dogs are tied up elsewhere, after a little bit, they have to let you go on. I would do some research on this though before I bet the bank on it.

Um, stupidity is not in itself a crime. And it doesn't really sound like you are "all for liberty".
Cops get worse the smaller their jurisdiction gets here. You really don't have to worry about Troopers. It may be different for people out of state but in getting worse order it goes Troopers<Sheriff<City<University. I got pulled over by a campus cop because a clerical error at the tag office made it look like my tags were valid for more than a year. He tried to explain to me that stolen cars will usually have tags like that. Don't think so. Could have just ran my tag. He was trying to get me though.

Is it against the law to carry large amounts of money? a person can only be retained in a traffic stop for a reasonable amout of time, about the amount of time it takes to write a ticket, then either the officer puts you in cuffs or lets you go. You can not be held for four hours or even an hour unless you are being charged with a crime. Last time I checked, it is not against the law to carry large amounts of cash.

Yes, driving around in a car with $22,00 and saying you are, "trying to win a car at auction on ebay", is a bullhonkey story, because you can use Ebay at home, but carrying $22,000 and going to get a car from an auto auction, like a Barrett-Jackson auto auction, is a very legit story. Who cares how it looks, is it against the law to carry large amounts of money? NO!
Shame on you Monetary TN police department. Shit, is monetary really the name of the town? well that is fitting.
I-40 is a major corridor for the transportation of drugs and money. My understanding is the druqs go east while money goes west. This isn't the first exposure of these kind of stops that I've seen. In fact I've seen news stories where separate police departments were tripping over themselves to pull people over, creating bad blood between departments in the process.
Guilty until proven innocent seems to be the way this story shakes out and I don't like that at all.

As some other posters have said, the DUI Law is pretty crazy here. I know we get excited to get to the farm, and so, may celebrate with a beer while on the road.
If the owner of a vehicle lets someone drive their car, and that driver gets a DUI, the owner WILL get one too. Just be safe and hold off for the few hours it takes to get to Bonnaroooo. Or you could miss the whole weekend sitting in jail.
