I know we've thrown around Bloc Party for the birthday hat clue but their name is spelt wrong like Steven King, and theres the whole costume party part of the shining.
lol. everyone needs to stop trying to make bloc party happen.
I dont care either way but its the best I can come up with. Really hope the Phoenix one is right but they are prob too big and thats an obscure reference for the third. Going with my awful Bloc Party logic their is the scene which is pretty important to the shining (at least in the movie i havent read it) and their first single was party time

Sic is a literature term and is often used in the Dewey decimal system. Since it's a book. That's a shot?
errr... it's used to point out that the author see's the mistake but is leaving it in for whatever purpose, often to maintain an original authors work.
As someone mentioned, Steven Drozd is a member, though this part is week. Their last album was The Terror which fits well with The Shining. Those glasses look like mom glasses and Wayne Coyne can't go 1 song break without uttering the words motherfucker.

From the perspective of whoever makes the clues , third eye blind definitely makes the most sense in my opinion.
Obviously they're thinking about the band first. Stephan is kind of a weird way to spell Steven/stephen, so that sticks out. It's closer to Stephen though, which makes me think of Stephen king. Hence the misspelled Stephen.
Then I'd think about the band name, use the word third and figure out what Stephen kings third book is. Then part three, blind, glasses, throw some glasses in there.
Seems like a clue someone could come up with, is what I'm saying. No way someone makes that clue based on Phoenix.
Edit: I'm still ignoring Steven page out of blissful ignorance even though that would make even MORE sense from the clue developer's perspective.

No PH could be mistaken to mean NEUTRAL (as opposed to acid or base). I know that's not chemically correct, but a lot of people think that. The Shining is famous for being at the Overlook HOTEL First two songs on In The Aeroplane Over The Sea are The KING of Carrot Flowers

How about Steve Martin? The clue seems to point to someone possibly named Steve, Steven or maybe with the last name Stevens. He is sometimes pictured wearing glasses shaped like the ones in the clue. He is an author of books. He is known for the novelty single "KING Tut". And he's been at Roo before, so it doesn't seem too far-fetched.
