Yes, he does. His name is on the bill, so he's the one who takes responsibility for the good and bad stuff that happens at his shows.
Pearl Jam's name was on the bill too. They want an hour over their scheduled time, causing delays. Will they need to apologize if they are invited back?

Kanye was more than one hour late. If he had just been bumped back one hour, then it would be clear. If you show up 4 hours late to your job, most people would need to talk to their boss and take responsibility for being late, not blame it on traffic or the McDonald's employee who took too long to make your egg mcmuffin.
Mumford dropped within the week of roo starting. I think that something that Ashley failed to mention about Kanye coming back is that many fans felt disrespected by his behavior during and after. I'm sure that he'll put on a great set, but he really does need to offer a little humility to the audience to kick things off. That would go a long way for him in winning back fans that have written him off since 08.
I will never understand why certain people feel "disrespected" by Kanye West due to the 2008 incident, yet don't feel the same way about Bonnaroo itself. Seems there's blame on both sides. It also seems that Kanye, for all his ranting and raving, never once disrespected the fans of the festival, and seemed genuinely mad that he was unable to perform something special for everyone. If anything, the only ones who were disrespectful were the idiots who threw bottles at his stage. I would say that I think the fans need to win back Kanye, and not vice versa.
2 1/2 hours late. SHORT(55 minutes) set. Walks off stage without saying a single word to the audience.
That is disrespectful and he could have fixed 2 of those things.
I'm over it. That was my first Bonnaroo and I've been back every year since. In 6 years I've only felt disrespected one other time in either '11 or '12 when Explosions in the Sky denied an encore so they could go watch some NBA finals game.

You mean something like this?
IT BROKE MY HEART THAT I COULDN’T GIVE THESE FANS STRONGER IN IT’S GREATEST FORM… BY THE TIME I GOT TO STRONGER IT WAS DAYTIME AND IT BROKE MY HEART. I’M SORRY TO EVERYONE THAT I DIDN’T HAVE THE ABILITY 2 GIVE THE PERFORMANCE I WANTED TO. I’M SORRY…

Bonnaroo organizers have said that Pearl Jam going long, technical difficulties, and miscommunication are what led to the problem. So why should Kanye take full responsibility? I'd agree with you more if you said that both sides should apologize but the logic that Kanye was on the lineup so he is responsible just seems flawed. As I said, Pearl Jam was also on the lineup.
This is directly from Ashley Capp's mouth (or fingers...since it was typed):
"It was complicated and there's no reason to point fingers at anyone. There are so many moving parts to the festival and, in this case, a bit of miscommunication and a sincere desire to come up with a solution simply didn't work out the way anyone wanted it to. But we have all moved on. - AC"

WHY THE FUCK IS THIS BEING ARGUED AGAIN!!!! No one needs to apologize, both sides have admitted faults!! In the AMA they specifically said let's move on.... in an article right after the line up they said let's move on. Why the fuck are people still trying to hear Kanye say sorry like seriously what the fuck. He owes no one a personal apology, and you are out of your mind if you honestly think he's going to come out and say. Let's just fucking move on and not fucking talk about this. Is there going to be one mouth breather per month that still holds a grudge.

I remember the first festival I ever went to 50 Cent was playing. He was supposed to go on at around 1 or 2pm. He showed up 5 hours late. Everyone that was playing on the same stage as him had their sets cut in half because no one knew when he was actually going to show up, but they knew that he wanted to take the stage as soon as he got there. There were many upset people. You know what happened when he got there? Nothing. He just took the stage, rapped his raps, and a whole lot of white kids got to pretend they were soooooo hood for an hour.
I guess the point of my story is, shut the fuck up and have a goddamn good time. I don't even consider myself a fan of Kanye, but I'm still going to have one hell of a good time at his set. The man is going to put on a show, and THAT will be his apology. Stop holding him up on some pedestal of shame because of whatever happened 6 years ago. Seriously, get over it. If you don't want to see his set, go take a nap, get some food, or grab a spot for the late night set of your choosing. Or don't go to Bonnaroo at all if you're that butthurt over the situation.
I apologize for my vulgarity. But I'm sick of reading this over and over and over and over again.
Willie Nelson also dropped from the lineup in 06 or 07, because of a surgery that forced him to cancel all of his summer shows that year.
The Allman Brothers backed out one year as well due to Gregg having some sort of health issue. We got luck in 09 and had the chance to see the Beastie Boys before they cancelled the remaining shows due to Adam Yauch's cancer.

The original question was about a headliner dropping out right before the lineup announcement, I believe.

Not to beat the shit out of a totally dead horse...but it sounds like...no wait I forgot it.
Whatevs, shit didn't go right in '08. PJ rocked, Kanye was late as fuck. I truly hope he gives his fans what they want this June. Again, doubt I'll be there.
But if he's even 60 seconds late to start his set... I can only imagine the twitterings and hashtags.

Watch him start 30 mins early. Then everyone will be pissed bc they didn't get there in time for a good spot.

That Kanye, doing whatever he wants and shit.
What're the odds of him pullin' a FLips '07? I'll take that beer bet.
The Police came up short on their headlining set while the Flips were doing checking on Which. A huge crowd gathered. They said that they couldn't start early and then ripped off a rocking version of "War Pigs" as part of their "sound check" to the approval of the tens of thousands who were early to their set. It was pretty sweet.

The biggest part to all of this that is never mentioned is that in the previous 9 months or so prior to b'roo '08, Kanye lost his mother in an unexpected death and his fiancé whom he had been with for years. If any of us could provide higher than expected performances in our day jobs under these circumstances, I applaud you. That's a lot of emotions to deal with, in top of an ever growing popularity. Life that, I hold nothing against him. Let his more recent actions set the tone for this show. I am very excited for this show and just wanted to share this info.
