Consequence of Sound said that Frank was only playing 3 festivals this summer: Sasquatch, Hangout, and Pano.
Guns n Roses is playing bonnaroo sight on the Saturday of Lolla. Which doesn't necessarily rule them out 100% but id say it makes them very unlikely.
I really think the Strokes will be on that top line somewhere.

With Coachella getting Bey, Gov Ball getting Tool, Pano getting Frank, and 'Roo getting U2, it definitely seems like getting an exclusive headliner is a top priority for the major fests this year.

Our number one headliner should be GNR. Some will we be excited, and some won't be. They play MN that Thurs before Lolla, and then on Sat they play TN. Chicago to TN isn't far travel. They also don't have a Chicago date on this tour thus far. Billy Joel seems to be Wrigley's big get next year, and they already played Soldier Field last year. Until they drop a Chicago date....there should be no doubting that GNR is our number one.
I think Lolla will look similar to this.

GNR would be exclusive to Lolla for their sole US fest appearance in 2017, and maybe ACL as a package deal. Muse self-confirmed on Twitter, and said they're playing a few summer fests. Arcade Fire has been really quiet, hasn't played Lolla in 7 years, and a new album is coming. They were also originally rumored for Osheaga, Osheaga and Lolla usually share a few headliners. They also don't seem to be playing many US fests in 2017 thus far, so this will be extra special. Chance is an easy guess, and would make sense as the Thurs headliner just like J. Cole. Lorde seems like another safe bet, since they have been trying hard to get at least one female act in the headliner tier lately. Phoenix seems like a safe bet, but I think Lolla throws is a curveball. Vampire Weekend would be a sub at most fests, but Lolla likes to take chances and push a sub to headliner status on a return they think warrants that rank. They have a new album coming out, aren't playing any US fests yet, and it's been 4 years: rolling with VW. The xx surprisingly is only confirmed for Chella in the US so far, they seem to be hitting overseas from early June-mid July: sure they play Chicago in May, but it wouldn't violate radius clause by playing in Aug as well. Believe me, I wish Justice was playing this, but we gotta get a little cheese. Odesza really gained major attention based on their live shows, I don't see them playing Perry's and I think their return will push them higher than necessary. Hey at least it's not the Chainsmokers or Zedd right? Idk who gets Justice, but if I had to guess I would say North Coast.

COS also said LCD Soundsystem would only be doing 3 fests in 2016 the same time last year(Dec.2015), and how did that work out.
Before the year ends, I believe we will see Frank at WAY more than 3 NA Fests............ACL and VooDoo ALWAYS book late.
The main thing here is COS said he's "headlining 3 US fests", meaning he won't be a sub at any fest he plays. If I had to guess, he's not playing as less than a headliner at any fest. Once Lolla, ACL, and Chella see Frank play his select fest slots, and owns his slot: next year will see him in the top 3 at higher tiered festivals.
Well he won't be at Lolla, because he won't be billed 4 or lower this year at least.

Ahh ok! Man, their popularity is noteworthy but when I saw them at ACL, my opinion was that their music carried very little weight. On the other hand, I thought the same from the Strokes live stream set (which has its own flaws) and they ended up being one of my favorite live shows this past year (sxsw2016).

I'm just saying there's a reason he's not a sub at any of tw major fests in 2017....guarantee some bigger fests such as Lolla, ACL, Chella, and Roo didn't want to give him that money that warrants a 4 or lower. You don't find it weird or odd that he's playing all these smaller fests and not one big one? Sure he could be a 5-8 at Lolla, but even with his high billing at the smaller fests: it's clear that he values himself very high.

Lolla brings repeat acts back often. If Alt- J have a new album out I bet they sub at Lolla again.
