Well thats the on the books money, but what about all the confiscated drugs and paraphernalia that are sold back into the system through shady cash deals in the vendor camp? Thats a story worth reading.
All of your citations go to fund the authorities and city. They actually depend on them as a source of income with specific quotas that much be matched. This causes police to go out hunting for minor crimes instead of trying to prevent major ones. It also disproportionately affects the poor because car insurance, plate registrations, etc. cost money and are therefore less likely to have those things which in turn makes them a target. The state then sells your fine to a private organization that charges monthly fees on these fines people can't afford to pay in the first place which increases the fine to the point that they are arrested. We literally have people in debtor's prison in the United States right now because of this.

I have worked at 20+ festivals in the last few years(never bonnaroo) and I can confirm this.
Although the vendors are less likely to get their hands on the confiscated stuff. What they do get, though, are the drugs that are hidden in bags that get returned to the lost and found. Any drugs/alcohol that are lost or confiscated at a festival really just get redistributed.
