I bet it does. Smaller city festivals have a pretty low bar because the level of commitment is low. Chance alone is probably better than a lot of these local festivals will get draw-wise. The headliners at FPSF (R.I.P.) here in Houston were Flume and Lorde. This would be better than that and that's all it really takes. I find it unlikely that they'd get more than one solid Big 4-type headliner like Dead and Foos. Maybe one. Maybe.
I was definitely shooting high, but if you compare it to this year's Boston Calling, which was about the same size in a similar-sized city, and add in that it's Superfly and that they're looking to expand it to 80k in subsequent years, it's not unreasonable to think they'd go for a couple big names.
But if they're counting on it not being that big right away I think the top lines that ken bone suggested are totally reasonable.
The last time a festival in Colorado was headlined by Odesza, they couldn't even break 10k. It has to be a bigger name than that.
Odesza was the #1 at Vertex Festival, though. Alabama Shakes and Trey Anastasio Band were #2 and #3. Lettuce was #5. That mock is worlds better than the top six of Vertex, and the festival is in Denver.

Neither is it world's better nor is it a mock that would get me to Denver. I'd probably skip that if it came to New Orleans. I'd individually see Chance, Big Grizmatik and Snoop. But I've seen Snoop and Chance multiple times and Grizmatik (- Big) already this year. I've seen Odesza enough to know it's just whatever. I don't care about Lorde. No one is paying me to see The 1975.

I think that is their goal. If you're planning on your festival becoming an 80,000-person event in the current festival environment, then you need it to make some headlines and pull in as many non-locals as possible so that it's not just another festival that just exists without really making much of a big impression
That's pretty much what I actually expect it to end up like, hopefully with a stronger #1 than The Killers
