You have been given the opportunity to curate the initial lineup for Bonnaroo in competition with nineteen others. The top twenty-five artists on each lineup will be locked into non-compete clauses preventing them from being on any of these other festival lineups. When the top twenty-five is complete, you can add up to an additional thirty seventy-five undrafted free agents to your lineup. These may overlap with other lineups but cannot include drafted acts/artists unless those acts/artists were drafted by you. Winners will be decided by poll in elimination rounds of twenty, ten, five and two. For flexibility's sake, we're saying that the festival that you're booking is taking place in the neighborhood of 2018-2019.
1) Only "active" or potentially active acts can be drafted. If you're planning on booking a reunion, you need to demonstrate that there is a reasonable reason to believe that it could happen. (This rules out Talking Heads, for example.) An artist is considered "active" if they have had or will have public performances between 1/1/15 and 12/31/19. (This eliminates things like Rock and Roll Hall of fame performances, one-offs for benefits, awards show reunions, etc.) An artist would be considered inactive if they don't meet the live performance requirements or if there is credible documentation that an act has broken up, has no plans of touring, are focusing on other projects, does not play in this country, etc.
2) Once an artist or member of an act is drafted, they are unavailable to anyone else in any capacity. For example, if Gorrilaz is drafted, Blur is unavailable because Damon Albarn has been drafted.
3) If there is a collective that has members that do not tour with it but do play with other projects or as a solo artist, then it should be assumed that the non-touring members are not drafted as part of the collective.
4) If an artist should become unavailable during the course of the draft (e.g., death, medical condition, break up, etc.), they can be replaced at any time by any remaining available artists.
5) No more than two "novelty" sets, such as playing a full album in its entirety. Also, if an artist is playing an album in its entirety there needs to be a reason for why it would be happening during the time period of the festival such as a 5, 10, 15, etc. year anniversary.
6) A maximum of two superjams are allowed without taking up a draft/free agent slot. Any additional superjams will require the use of a slot.
7) Disputes handled via poll. Upon confirming receipt of dispute request, a poll will be put up and run for six hours. Polls can run seven days a week but no poll will start before 9AM or after 9PM Eastern. Drafting will continue while the poll is running.
8) Once we have twenty participants, draft order will be randomly generated for the first round and will continue as a snake draft. (I.e., the person with the last pick in the first round would have the first pick in the second round.)
9) Each participant will have a maximum of twenty four hours for their pick. If they miss their pick, the draft will continue as if a pick was made and the participant can then select from any remaining acts at the time that they register their pick. If a player is still on the clock from a previous turn because their time expired without making a selection, then when their next turn comes around the twenty-four wait for their turn is waived with the exception of drafters in the final two slots of a round.
10) When you post your selection, identify who the pick is. (Do not assume that everybody else can recognize your pick from pic or gif - formatting issues sometimes make them unreadable.) In addition, tag the next person after you and the person going after them to keep things moving.
11) Trades are allowed. All participants must verify the terms of the trade.
12) Twenty five rounds of drafting.
13) Thirty Seventy-five undrafted free agents can be selected in the forty-eight hours after the last draft selection. There will be an additional twenty-four hour period to review/dispute free agents that may not be eligible.
14) Any rule changes prior to the start of the draft will be decided by me and updated in the OP.
15) Any rule changes after the start of the draft will require a supermajority of participant votes in favor prior to adoption. (I will abstain from voting in rule changes.)
16) A rule change cannot be instituted to change the process of changing rules or disputes. (E.g., no vote to assign a "ref.")

Proposal 2: Once an act has been drafted, the rights to a member of that act are available via trade. If the traded individual is part of another act then that act would still need to be selected. (If the traded individual is being billed as a solo artist then no further action is needed.)
Proposal 5: If a participant has exclusive rights to an act due to a prior selection, those exclusive rights disappear in free agency and the act is available for any participant.

1) Only "active" or potentially active acts can be drafted. If you're planning on booking a reunion, you need to demonstrate that there is a reasonable reason to believe that it could happen. (This rules out Talking Heads, for example.) An artist is considered "active" if they have had public performances in the last three years or scheduled in the next year. (This eliminates things like Rock and Roll Hall of fame performances, one-offs for benefits, awards show reunions, etc.) An artist would be considered inactive if they don't meet the live performance requirements or if there is credible documentation that an act has broken up, has no plans of touring, are focusing on other projects, does not play in this country, etc.
Maybe I missed it, but I don't see any "live performance requirements" in the rules. I think last drafted we said three years back but that was kinda just a rule that got agreed upon along the way. I think we should have a definition of active, or at least a guideline - within three years of a specific date, or a set number of shows within a date range (to discourage artists who've done one-offs but aren't really active), or have demonstrated plans to return to the stage soon if they haven't played in a bit.

Portishead, Moderat, Black Sabbath, A Tribe Called Quest
As far as I can see, Portishead had four shows in 2015. Barring documentation to the contrary, they seem to be eligible.

On the likelihood of BLACK SABBATH playing one-off shows or doing studio work in the future:
Geezer: "Not very likely at all. I think Ozzy is going out on his farewell tour, so that will be him touring for the next two or three years. So I don't think there will be any chance of doing any one-offs or anything like that — which I'm fine with. We went out on a high, and it's best not to drag it out."

And, I don't think we should make any exceptions for any bands that haven't declared they're on hiatus outside of our 3 year range. It just gets too complicated.

I show their last live show 7/19/15. That's within three years. Unless there's an article or something indicating that they are on a break or no longer touring, they meet the requirements.
