They are no more eligible than Billy Joel and Elton John would be as one act
Had they not released an album together you may have an argument but they have. I think that the album being under one name and the tour under another is really just a matter of semantics. It's a fantasy draft, not a court case.

It may look hypocritical since I drafted Jay and Ye, But I think the Bey and Jay is exactly the same as Elton and Billy... which im not even clear on if that is legal.
If you take them I think you have to at least assume the setlists that include Everything is Love songs.

Yeah they performed their own separate shows at the exact same time and didn't even acknowledge each other. The music kept clashing and it sounded awful.

Billy Joel and Elton John sounding really good together and performing awesome seamless shows do not make them one act.

If Elton and Joel featured on as many of each other's songs as Bey and Jay do, then it would be a fair comparison.
I have zero issue with drafting Joel/Elton, either, though, or Sting/Gabriel, or whatever. If it's a show that happened twice, it should be eligible, by the rules we have.

I don't think that Joel/John or Sting/Gabriel are actual "acts," though.
If an act or artist played at least two live public shows they are eligible.
