Iggy's official website lists Post Pop Depression as his 17th album. Makes me feel like it's not a separate act.
Sang messaged me to ask if the pick was okay, and that was exactly my reasoning for saying no. Setlist.fm also lists it as just Iggy Pop on the Post Pop Depression tour, not as its own thing.
The poster that he included in his message to me had them listed as Iggy Pop with Post Pop Depression which to me makes it a pretty clear Neil Young and Crazy Horse situation.
There's a documentary about the recording of the album and shows that were played afterward. I'm probably predisposed to thinking of it as a band more than most because I watched a movie about it. Still voting no, as of now.

Nah this was last draft when they were inactive and that mattered for eligibilty.
This doesn't matter for this, but since dead weather and the d were brought up...I really don't see why we can't use tv appearances for live shows. Kimmel's are generally outside and have huge crowds, and even indoors I've most definitely been to shows for acts that will be drafted where there were less people. It's not like they're playing in front of a mirror, there's an audience.

Because shows like SNL, for example, pull rare performances of a song or two and are available to hundreds as basically a fluke. I'm not going to parse how many songs are played or what shows they were played on as qualifiers.
