I think recency bias is coming into play here but it is hard to argue with album sales. I think she's bigger than Lorde at the moment but I don't think she's bigger than Lorde was in 13-14. They're both really good but Melodrama>When We All Fall Asleep, Where Do We Go, easily. But that's a different argument.
Using YouTube plays... since that's what I did earlier, and I think it's a good worldwide barometer...
The US Version of "Royals" has 762M YouTube views. "Team", "Tennis Court" and "Green Light" are all in the 100M-200M range.
Billy has four songs in the 100M-200M range.
For context, "Smells Like Teen Spirit" (only mentioned because Dave compared Billy's rise to Nirvana) has 904M views. "Sweet Child O' Mine" has 922M... "November Rain" has 1.1B views.
And "This is America" has 534M.
So clearly Billy is as hot as Lorde was... but nowhere near as explosive as "Royals" specifically. And G 'N R remains a #1 headliner for a reason.

You know what would be crazy awesome? If Thom Yorke closed the Tent. which is long overdue for an upgraded set-up.

It's really hard to imagine this set during the day/when it's light out. I was wondering how it would translate to outdoor festivals.
When Flying Lotus played ACL during the day before Radiohead during daylight it hurt the performance a lot by not having the visuals. Plus he was wasted for his birthday.

Every other year, they add like two or three acts. Nothing really major though. One year Banks & Steelz and Porter Robinson & Madeon got added late. Overall, they're random. Sometimes they're just replacements.

There are some factors going into this, though. Women and general "pop" are getting higher and higher lately. Dua Lipa is a massive star who even a year or two ago was probably not getting the billing she deserved at festivals. But now we've seen Lady Gaga/Beyonce and Ariana popping up on Coachella and Lolla and festivals probably feel more comfortable overall doing this.
Having said that, Lorde was 7th at Bonnaroo in 2017. Not all that different than Billie being 6th here.

I believe the Silent Disco is a new phenomenon they've only had for 2017 and 2018.
If anybody can break that streak, it should be Thom Yorke. Ideally.
Thom's gonna do the Homeaway, it gets dark eventually, it shouldn't really be an issue. St. Vincents recent show is very visual heavy and it wasn't an issue being at dusk or whatever.

If not that pipe dream, I'd see them just put him at the new Barton Springs stage, away from everything else, like Father John Misty and Solange.
Anyway, I think it's cool ACL only hired Guns 'n' Roses as an inside joke to have two acts who had broken feet in the last few years.

There are late night club shows and sometimes pretty big acts will play in a room that's way smaller than where you'd normally see them. You could have the Raconteurs or Tame playing in a club, for example. I saw QOTSA at a little rock club in 07 and Deadmau5 at one in 2015.

Dylan played Stubb’s in ‘07 and The White Stripes were scheduled to. I was going to see Wilco there in ‘13 before finding out my ticket was one of many duplicates someone scalped on StubHub. It can be a hassle getting to late nights in time, especially if the headliners are good. I used to do one every night. Now, maybe one a year. It works out though since there are usually acts I want to catch within the first two blocks of sets when the festival opens the next day.
