If we take Truevine’s Aphex – Sahara, BASSNECTAR – outdoor post as a hint rather than a guess, we can actually structure the stages in a way to avoid a AT/BN/TI conflict entirely which would make a lot of people chasing a certain…experience…quite happy. Once again not wedded to the below, just throwing out an alternate structure to play devil’s advocate before we settle into our big stages.
I don’t see one bad conflict below.
MAIN STAGE:
11:25 – Tame Impala 9:55-10:45 – Solange 8:40-9:30 – Kid Cudi 7:20-8:10 – Weezer 6:05-6:55 – Mac DeMarco
ARIZONA and Interrupters could open. Weezer on main fixes the Balvin/Cudi/Solange camping flow we have.
OUTDOOR STAGE: 10:35-11:25 – BASSNECTAR (Allows silent for most of Solange, ends right before TI against rapper in Sahara, his production is big enough to do it). 9:00-9:50 – Billie Eilish (partial Cudi conflict, ends right before Solange) 7:40-8:30 - Sunset – Christine & the Queens (billed for it, atmosphere works) 6:25-7:15 - Sabrina Claudio mirroring Daniel Caesar/Kali Uchis

I still think Aphex is getting 90 minutes+, which forces him to close a stage, but if he indeed only (EDIT: lol "only") gets 75 and is okay not closing and not being on Main or Outdoor (basically if he doesn't give a shit about his placement at all), this could work.
If he gives a shit about his placement at all, the calculus changes though.
You could fiddle with the times to give him 90 mins. I still think this is a stretch and Mikey is (rightfully so) playing it safe, but when I look at the above I'm getting the "huh, not at all what we thought with regard to stage placement, but actually works out very well" vibe that we usually get when the times actually come out. I don't like this hypothetical game lol. That said, it did make me think to move things around in the Sahara so the Gryffin is later and Sheck Wes is earlier, which I think makes more sense.
EDIT: I've said this before, but I have this weird feeling they're going to find a way to have Bassnectar close the Sahara with Wiz closing the Outdoor against Tame and Bassnectar, a la Muse vs Nas vs Skrillex in 2014.

Yeah, this seems more destined for Outdoor at this point. I certainly wouldn't rule out Main around sunset leading into darkness, but the Halsey slot before Aphex (lol) seems pretty spot on now. I can't wait to show up at the tail end of Eilsh and get a great spot for Aphex as the hordes of youngins head toward the Main or Sahara.
I like that weird ass song more than anything Halsey has put out. But yeah this has "second to last" outdoor all fucking over it. She's an industry plant sure but the kids fucking love her and I'm coming around to this being a very good booking on Coachella's part.

Bazzi in the Mojave seems wrong, I think he's destined for a Daniel Ceaseresque Outdoor slot.

Besides, the way we have it the electronic crowd can go Four Tet -> Aphex/Bassnectar (I think they slot it leaning more of the way I have it, where Aphex will start 10 minutes or so before Bassnectar so everyone who realizes they actually hate it can head toward Bassnectar instead) -> Deep Dish or Soulection. Your argument with 1-2-3-4 seemed much more to be about the actual poster order over the fact it's a DJ. I mean, he was in the sunset slot, which as we've talked about many DJs have occupied in recent years. But let's not rehash that argument lol.
If Eilish plays Outdoor, that crowd will be dangerously massive.
No more so than when acts like Halsey and Lorde played similar slots. Plus they've expanded the area around the Outdoor since both of those acts played, so Eilish will be fine.

I know the guys who run Audio SF (used to be a resident DJ there) and they've been plugging a Gryffin show there for the last week or so. But weirdly enough, when you look up Gryffin's dates, some have him listed for Audio while others like Songkick have him listed for Bill Graham. Audio is only 400-500 people capacity, so I'm really confused by this one.
