Joy Division never played any big shows. I don’t think that’s the only factor to consider.
Not the only factor, but when a band has the record for most ticket demand in their country's history that probably outweighs most other considerations when it comes to billing.

I mean England is like the size of a single state.

It was also a completely different era. Also, it's Oasis was a much bigger act in England than in other countries. Bee Gees' success was more global.

Morning Glory sold 22.4 million units worldwide, 4.7 million in the UK, 4 million in the US. That's simply not true.

Sure but when you put it relative to population, that’s like 8% of England’s population but only 1.2% of the US’s. I agree Oasis is bigger but they’re such a British oriented group. Just look at the venue sizes between Noel and Liam’s tours across countries.

Oh, sure. They were relatively far more popular in the UK. But their popularity wasn't limited to just their home country. They sold 80% of the copies of that album outside of the UK.
The Bee Gees had hit songs in 4 decades. They’re a bigger presence in music, and I would argue much more significant when it comes to influence.
They had different levels of popularity. Bee Gees were consistently popular and evolved their sound but Oasis were lightning in a bottle and the biggest band in the world for a good bit. Just because they were shorter lived doesn’t mean they can’t be bigger.

Definitely Maybe - 8 million Morning Glory - 22.4 million Be Here Now - 8 million Standing on the Shoulder of Giants - 1 million? Heathen Chemistry - 3.5 million Don't Believe the Truth - 7 million Dig Out Your Soul - 2 million (The Guardian)
51.9 million
Everything other than noted from wiki. It was hard to find anything on SOTSOG other than vague numbers on wiki.
