i don't necessarily agree with that, but TPAB is a stronger album than anything Pac put out, also maybe GKMC.
I personally don’t think Pac is the current GOAT that Kendrick would be trying to surpass. I think both of them are overrated if we are calling them the GOAT.
idk why in hiphop we have to distinguish between groups and individuals. I just consider OutKast to be the greatest hiphop act of all time.
A rapper is one person, and that's generally the default for GOAT conversations. If we're talking hip-hop acts in general, usually that's added as a qualifier.
Edit: And it's not just hip-hop. If someone calls Jimi Hendrix the GOAT, we know they're referring to a guitarist, not bands with guitars. You wouldn't add Led Zeppelin to that conversation, you'd add Jimmy Page.

Oh see I didn’t even realize what we were talking about then. If its literally just which human is the best at rapping then Kendrick belongs even further away from the conversation imo. Ive always figured you would consider lyrics / flow / charisma + the total body of work and albums they have contributed to.
