The rule states that an act is eligible of they have 3+ shows after 2016, and at least one of those shows has to be in the US.
The Muppets have 6 shows in the allotted time period, including 3 in the US.
According to the rules, they're eligible. I think there's always going to be some debate about how these rules should be applied (for example, an act could have a 3-show limited engagement at a single venue in the USA in 2017, with no shows since then and no announced tour plans and they'd be technically eligible even though clearly they're not "active" as used in common parlance) but the rules are what they are.
Do they have to spend picks on Charles Dance and Dave Tennant?
The special guests will probably just be artists on the lineup. We're thinking of replacing the GOP with The Muppets but will probably end up having both
