20) An act that has released music or toured in the 2010s is eligible if an essential member of the band has died. Essential must mean a member so vital to the group that it is seen as extremely unlikely that the group will ever perform or release new music (without the deceased member) again or if the band has stated that they won’t perform again without the deceased member. Any disputes will be handled via poll or the agreement to drop the act from whoever picked the act. Examples of essential members: Neil Peart, MCA, the Allman Brothers.
At dispute is whether the death of Dave Roback in February is too recent to definitively know if whether the group will perform or release new music.
According to Prop 5 / Rule 20, the interpretation of eligibility should be based on whether or not Dave Roback was an essential part of Mazzy Starr. I think there is no doubt about that.
Wikipedia says “Roback and Sandoval are the creative center of the band, with Sandoval as lyricist and Roback as composer of the majority of the band's material.”
I agree that not enough time has passed to know for sure. I would’ve said Steely Dan was done after Becker died but Fagen kept going.
I don’t think the timing is the issue. Based on the rules, the question we should be asking is if Roback was “essential” to the project and as the founder, composer, and writer of all the music, it is clear that he was.

It'd be pretty unfair to Theo who drafted them first when it was a no go and now because of a rule change they're good now. Don't think these rules should be retroactively applied.

Everybody had two full rounds to pick this up after the prop passed.

I won't deny I voted no on them being eligible here

I think people's perspectives come down to whether someone's attempted to pick them already. I already tried to pick Mazzy Star and dropped it, which influences the perspective of the drafters on them.
