Having rappers rap over drum 'n bass is pretty uh.. normal? but that doesn't make it 'hiphop with breakbeats'. Dnb has a bpm of 170+ while breakbeats has much lower, it just looks very janky cause they're two people of completely different sides of the spectrum.

idk I'm sure it's not the most perfect b2b but I feel like they're similarly influenced and both probably have a crazy record collection and are good enough to not havee to do one specific thing.
