The eligibility of Outkast is in question for this draft.
The rules state that, "the act must be alive, performed at two festivals since 2014 or be booked for two upcoming festivals, and not be officially broken up or retired".
Their status is ultimately in question since the 2014 run was viewed as a reunion tour and they haven't officially performed since. Their Wikipedia page also refers to them in the past tense stating that, "Outkast (sometimes written as OutKast) were an American hip hop duo formed in 1992 in East Point, Georgia, consisting of Atlanta-based rappers André "3000" Benjamin (formerly known as Dré) and Antwan "Big Boi" Patton".
Others view their time apart as a hiatus and that they could potentially play more shows in the future.

“Officially” broken up is the rule. They haven’t officially said anything either way. They did a full tour, then they did a small set together in 2016, and haven’t said much since.
I don’t think this is much different from Portishead who has been taken twice.
