If the goal of the bidding is to get the most utility out of these acts, wouldn't it make more sense that the ones that don't get bid on become available in free agency?

I kinda get why they shouldn't become free agents, but I was thinking maybe they should still be able to get drafted again during future rounds. But idk, it seems pretty well thought out
