Doesn’t say no Stones so it’s possible this person isn’t aware.
But it does say that Dua, Lana and Tyler are the headliners. The Stones wouldn’t be anything else.
But altogether we have sources on Dua, Lana, Tyler AND the Stones so if they’re all playing, one of those are subbing or RTTD. Just be because one source doesn’t mention the Stones doesn’t mean they’re absolutely out.
And we also have no fucking clue who this person is. Just because they have Primavera info doesn’t mean they have good info on Coachella too.

Plus I would hope GV would be smart enough to recognize Dua/Lana/Tyler isn’t a strong trio and try to pull something else in. I mean, hell, they pushed the 2022 lineup off a lot because they didn’t feel good about what they had and delayed until they got something better with Harry.
Dua, Stones, Lana with Tyler as RTTD would be pretty big and I fear headliner budget would eat into the undercard. Which is why Dua, Lana, Tyler feels more likely to me.

They have a ton of money. I can’t think of any case where the headliners budget “ate” into the undercard.

Keep in mind the only confirmed headliner right now is LDR. TRS were never confirmed, and the other names have just been tossed around. We could be in for a surprise.

While I don't see anything explicitly saying those are the headliners like someone here had said, if this person is indeed a reliable leaker, this is interesting.
